Plans: - Rule each villain by fear, and force/convince them to be -for- his cause
- Convert students with high potential into villains
- Build an empire of villains and make the villains of this wipe feared, unlike other wipes where they're just fodder or lolECs. People will be in lethal situations, whether they're on his side or not.
- Bring out the fullest extent of his quirk, and train it until it's properly usable.
- Achieve absolute destruction through his own hands. His subordinates will handle everything else, and their demise will come shortly after... Then his own once his goal has been realized.
