Because of gangs, consisting of I would think around 4-10 Members of one specific gang, would abosolutely NOT pay anything. This can be for two reasons:

-Reason one might be because indivivual gang members probably failed somewhere down the road, whether that may be Very, very Badly, or Slightly Badly, but in a Horrible way, those indiv. Members probably don't have a ton of money to gang up with, buy stuff (Junk, I'm assuming.), pay bills, and then these people come along that would love for those members and/or gangs altogether to have to pay them money.

They will wind 1 way around.
