Reason why it's okay to add the 1.11 R14 weapons now

As seen ingame currently, all the original Rank 14 PvP Weapons have already gotten their 1.11 stats. (http://db.vanillagaming.org/?search=grand+marshal)

Fast One-hand Sword
http://db.vanillagaming.org/?item=23456, on par if not worse than http://db.vanillagaming.org/?item=19351 PvE wise, also identical to the already stat upgraded http://db.vanillagaming.org/?item=19351 except speed.

Random Two-hand Mace
http://db.vanillagaming.org/?item=23455, will probably benefit the 1 or 2 rank 14 Paladins if the go healing and maybe the one shaman? Stats seem weak.

Caster Dagger
http://db.vanillagaming.org/?item=23451, a little better than http://db.vanillagaming.org/?item=19347 and http://db.vanillagaming.org/?item=21521 and on par with http://db.vanillagaming.org/?item=21622 from AQ40. Although the few rank 14 casters will still use the already released and stat upgraded http://db.vanillagaming.org/?item=18873 imo.

Healing Mace
http://db.vanillagaming.org/?item=23454, a little bit better than the http://db.vanillagaming.org/?item=21523, but there are only like 4 active healer on horde/alliance who made it to rank 14 and will benefit from this tiny upgrade compared to the higher number who will do the AQ chain for the dagger. Both of these will be blown out the water by http://db.vanillagaming.org/?item=21839 from C'thun too.

Healing Offhand
http://db.vanillagaming.org/?item=23453 is just meh, compared to http://db.vanillagaming.org/?item=19312 and again, a minuscule amount will even be able to use it

Caster Offhand
http://db.vanillagaming.org/?item=23452, worse than http://db.vanillagaming.org/?item=19315 and http://db.vanillagaming.org/?item=19891
