The timeframe has been 1 month and there is no proof or investigation on your side.
I have quoted the regulations while creating an account :''When creating an Account, the User is:prompted to provide personal information, as mentioned in the Privacy Policy;required to read this document and the Privacy Policy;prompted to declare that the user has the required age to create an account;'' it has required in your legislation that you have to be 16+ to create this account.
As you can see the counter parties if suggested by the underage accusation, this means that is she breaking the rules set by yourselves in the game. This should automatically result in a ban in the game.
Under Black Deserts onlines terms and conditions 12.1.1, it stipulates -
Vulgar, abusive, hateful, racist, defamatory, threatening, pornographic or sexually orientated;
- Referring to inappropriate parts of the human body or bodily functions;
As written in 12.2 Breaches and outcomes for the black desert terms and condition, it states :
- A temporary impossibility to post message on the relevant Service;
- The renaming of the name violating the naming policy
- a warning;
- a temporary ban forbidding the User to use the relevant Service;
- a temporary ban forbidding the User to post messages on the Forums and to access the Game;
- a permanent ban forbidding the User to use the relevant Service;
- a permanent ban forbidding the User to post messages on the Forums and to access the Game;
- a permanent ban on the Account forbidding the User to use the Account to access the Services;
- the termination of the Agreement for cause.
However after reporting specific players via the reporting system, i believe the evidence provided should result in one of the following above.
My friend has tried to contact the Head office at Kaokao Games Europe: Kaokao Games Europe B.V with the dutch trade register under n° 62780476, having its registered office at Handelsweg 59J 4th Floor, 1181 ZA Amstelveen, Netherlands. The phone keeps on going on voice mail. Please can you tell me the best method to contact someone in person so i can get an update on the situation.

1) Threat (e.g. threatening letters, threats to the victim and/or family members and friends).
2) Violence (e.g. assault, deliberate collisions, or breaking windows).
3) Telephone terrorization (e.g. checking on the victim by phone, phoning at night).
4) Orders/mail(e.g. love letters, delivery of goods not ordered by the victim).

My friend experiences harrasment everyday and has needed psychological theraphy for the aftermathe being deframmed and harrassed constantly, he has a mental breakdown daily and is not the same person prior to this event happening.
 From a guild mate and a friend prospective, without any clear indications WHEN an investigation will happen regards to this issue and WHY was the parties involved not banned at the same time is puzzling for myself. I find this an abuse of power without communication with both parties. My friend has provided all screen shots of proof of the situation which shows his innocence. However no investigation has been started on your side.
I believe this issue was passed onto german/ dutch police, and my friends lawyer has contacted the above authories, but nothing has been reported. This has a false comment on your side that you will be escalating it further.
Please understand the severity of this issue and my friend is seeking legal advise from his lawyer. He has waited patiently over these 30 days, and has consulted  and asked his lawyer to draft up a legal letter to be sent to kakao games europe.
 We, as guild mates and friends have been waiting patiently and intently for an answer. If the situation is not escalated we will need to resort to social media to voice out our disbelief as well as disapointment in how the situation has been dealt with. Please understand that all our guild mates- 81 of them will be spamming the forums as well as social media to try and get an update on your side. We will definitely be using twitch and other live streaming platforms to call out Kakao as well as the Black Desert Online game
Please understand our concerns, not just about this situation. But about the incompetency in Gamemasters for kakao in dealing with sensitive topics .
