So those countries (well, assuming Italy is part of some project) will do their best to save face

They've got a lot of the world's money (or did), no one wants to look like the bad guy attacking them, they have (or did have) a strong military that never gets used. If one could get all/one of the Evas over there, you'd be safe for a while.
