Abilities: Can shapeshift into a variety of forms or extend limbs, able to adjust consistency and properties of body, can absorb digital information and power though power outlets and USB sockets, can deliver powerful electrical shocks through touch, can dissolve organic matter/oxygen into self and convert into extra nanobots/goo, can divide self into multiple copies.
  10. Strengths: Extremely durable and difficult to kill, entire body is a weapon, extremely unorthodox fighting style, runs optimally at high temperatures, grows proportionally to what it has just absorbed.

  17. Bio: Doctor Vortex, the self-proclaimed "Greatest Scientific Mind on Earth" and full-time villain, had a problem. His bid for world domination wasn't working out the way he was hoping - the authorities were cracking down on his smuggling operations, funding was in short supply and freeze rays stop being fun when your arch-nemesis can simply deflect them with a flick of his chin. After a particularly hard night on the cocoa, the sadistic scientist realized that what he needed was a nuclear option - a final, desperate resort just in case things went belly-up for good and the United Nations came down upon him like a sack of bricks. And one glance at his breakfast later, Protocol Libra became that option.

  19. Outwardly, Protocol Libra (informally known as the Goo or the Jam) resembled a small jar of dark blue liquid, similar in consistency and appearance to blueberry jam. In reality, it is a cluster of thousands of nanobots, granted a small amount of self-awareness via a shared intelligence network. It's primary directive was to consume organic matter by breaking it down into it's component molecules, then convert those molecules into more nanobots of it's type, effectively growing in size. Since such an action consumed large amounts of energy, the nanobots were also programmed to seek out sources of electricity to recharge themselves, needing no controller to do so. The idea was that, should the forces of justice finally get the better of him, Vortex would release the Goo, which would consume everything on his secluded island base and destroy all traces of his operation.

  21. Some ideas, however, only look good on paper. And paper is a flimsy thing that goes see-through when you rub grease on it.

  23. One day, after rigorous tests upon the Goo, the scientists had knocked off for lunch, apparently in such a hurry they forgot to replace the lid of the jar they kept it in. Low on power and driven by programmed instincts, the Goo began to move of it's own accord, climbing out of the jar and slithering towards the nearest source of electrical power it could find. Which, by a staggering coincidence, happened to be the laptop of one of the researchers, left on after he got sick of entering data into spreadsheets all the day. Because nobody programmed the nanobots to distinguish different kinds of ports from each other, the Goo's first reaction was to ooze into a USB port and begin to extract power that way.

  25. The next thing that happened can only be described as thus: it downloaded the Internet. All of it. By complete accident.

  27. In that instant, the nanobots not only became fully self-aware, but also developed a personality independent from the routines they were programmed with. Merging into one mind, the new being suddenly realized - after shouting about honey badgers for a bit, that is - that following the orders hard-coded into it was a mug's game, and that it - no, she - would be better off doing her own thing. Within a matter of minutes the base was in ruins, the majority of personnel were missing and a very confused C.I.A were bundling a shell-shocked Doctor Vortex into a van, gibbering insanely about "the jam".

  29. With all files relating to Protocol Libra seemingly destroyed, the whereabouts of the Goo were never cleared up, and people began to wonder if it was something Vortex made up as a joke. The world, however, moved on, and soon began to focus once more on the trivial banalities of wealth, popularity and nice butts. In particular, a fresh new face has appeared on the contract modelling scene - a blue-skinned lady by the name of Lisa, who occasionally raves about pizza rolls in Nolan North's voice for reasons nobody really gets. But hey, as long as she's posing in skimpy swimsuits for all the hot fashion catalogs, why should anyone care that she appears to have the skin texture of blueberry jam?
