The Great Plan : Reforging of Yang.

After is presented to the assembled Diet, Lieren will ask for the personal opinions of the diet and will explain in detail each and every part of the plan. If they have suggestions or changes he will listen to them, and consider them well. When all their opinions and suggestions are listened to, and with the pass of the plan he will ask them for their collaboration and aid during a period of 5 years and further on. Then, there will be talks about the future. Mainly Lieren is interested in the rest of Shangrila, in more advancements and lastly about protecting our people from the evil spirits (by now sorcery and them have probably been seen by several people). Those creatures, if they can be called such, are a mystery but the kingdom, alongside its men and the journey will make sure that if they are found again or return we will have more means for vanquishing them and for protecting our families. For now though, let's think about the present.


Administration.

A new King is chosen by vote after it's worth has been seened and weighted, by all. Lieren will remain with the offices he has given himself (Administrator General of the Realm and Defender of the Realm), a great leader but not ruler. Lieren will renounce the title of Temporary King, once a new king is chosen.

- A new form of government. A monarchy with under it a council made of the lords and administrators of the realm, and representatives of the different classes and provinces. Now the future kings will not detach themselves from the rest of their people, instead they will be more near them. This council will be called 4 times each season, and it will be called more in dire or special situations.
- A new law system, based on Lieren statesman experience and the Journey, as well the knowledge of many scholars and administrators.
- Citizens rights and duties, from now on the people will be protected by abuse and injustice by a series of rights, but they will also have a series of responsibilities. "Tigermen" will have the same rights and duties of all other citizens.
- Implementing our small reforms and works done in Nothing, on a wide scale across all of the kingdom. This is done by personal intervention and with our administrators.
- Great Road continues
- From now on the population will be counted, giving to the state a far more reliable idea of its numbers in case of war and better knowing what it can do in times of peace as it will know how most of the population lives.
- The efficient messengers used by the army will be copied by the state to create a public postal service.


Culture.

- A education system will be created, and it will receive a solid foundation of schools and academies, as well public libraries. Not to mention teachers.
- Festive days will be financed and organized by the realm, at the same time they will be expanded upon having tourneys, competitions and great hunts.
- Restoration of the Dai monks with Guozhi aid. This will see the reconstruction of their monasteries, honoring their dead and recruiting new members.
- A council with the many faiths of the realm will be made. This council will serve to properly establish the relations between the religions and the state. It will also serve to eliminate divides and explain them fully the Journey. All priests are invited. Additionally they will be tasked in thinking of ways to avoid evil to expand its reach in the world again and how to fight its spirits, to avoid they destroy men and our world. Their aid will be called by Lieren, when evil needs to be dealt with.
- The state will finance  the true arts, benefitting from the actual splendor that will be made. Especially for monuments and reconstruction.
- Giving the many dead (caused by the long rule of the yang and the recent rebellion) across the provinces a proper burial. Tombs, cemeteries and mausoleums. They will be given mourning and respect.
- The place where the heavenly palace was built upon, will become a great square with a monument on the center of it to the Journey rebels and the people of the kingdom.
- A cataloging of the scrolls and books of the realm will start, at the end of it new copies will be made.
- A modern map of the Kingdom is to be made, older maps will be combined alongside with the work done by men tasked in properly mapping the kingdom (old maps may have errors or be incomplete).
- The Carp and Fog Panther style are codified in compendiums. They will be taught to the Dai monks and the military. A new style will also be made, the one of the Monkey, intended for usage by the common man, meant to compensate for physical disparities between combatants as well allowing escape from dire situations (it will be taught by the Dai monks and military too).


Military.

- An hunting of bandits, criminals and dangerous beasts. These jackals have for too long feed on the people, they will be destroyed by the army.
- Transformation of villages militia/cities guards in police forces, better organized and trained than the past.
- Citizens will be asked to participate at local military games, done from morning to afternoon in every end of season.
- A military reform will be done, it will receive changes when new military ideas and technologies are made. The army will become a more modern professional force of volunteers, always in service. Time and variety of training, quality and quantity of equipment and lastly pay will considerably increase.
- The noble houses' armies will be reduced in size and will be few, but will still be allowed.  In comparison though the Kingdom armies will be far larger and numerous. From now on they will not have the right to war on each other for stupid disputies, they will protect the realm and fight alongside it.
- Expand the Brothers of the Panthers, in an elite army. Personally trained by Lieren, skilled and with high quality equipment. Men and women, that will be ready to face any kind of  foe. At the same time, they will remain Lieren guards too.
- Strategic forts, waystations and garrisons will slowly begin to dot the land creating a defensive net for the realm.
- One of the first members of the rebellion, the skilled Qian Xia will be tasked with transforming our current spies, in an highly secretive and skilled spy network of spies and infiltrators. If successful they would become an important key for freeing the world. The funds given for ensuring high quality will be sizable, as well the equipment and technology.



“Miracles” (technology).

- Investment in the creation of a robust health system, supported by  hospitals and professional medics. This can be accomplished by firstly organizing and congregating together the healers and medics present across the land.
- Renown scholars and thinkers will be rallied, and elevated further. They will aid Lieren in his discoveries as well work on their own. Proper buildings provided with all the equipment and materials they need, are to be made and given to them (laboratories). They are to recruit adepts, so that their work can continue even after their departures.
- Development of technologies and their standardization. The giant and his scholars will experiment to accomplish new ideas, as well the ones he discovered from his egg. Khanzeon will be recruited to aid in this great task. The egg of Lieren is officially presented to the scholars and better studied, no harm is to be done to it and it's heavily guarded.

After the Great Plan is done.

The only remaining thought at the end of this 5 years, would be the preparation and planning for Shangrila conquest  (meaning stockpile war material/supplies, prepare plans and tactics against the different kingdoms we will have knowledge of [consider they could use sorcery, evil spirits, magical weapons or even a magical beast], organize logistics lines and start exercitations)

To ensure the success in conquering all of Shangrila, diplomats, spies and even explorers will be sent out of Yang.
- Diplomats are tasked to create relations, with sympathisers and anyone that likes not just Lieren but what he is doing. They will also control the future enemies movements and establish several  "circle of friends”, where they connect the people that like Lieren with each other and ensure to be a bridge for them to talk with Lieren.
- Spies will unravel large amounts of information about each state, gift around Journey books to people that could be open about it and eliminate minor targets (similar to the minor nobles and courtiers taken out before killing Gao).
- Explorers are tasked with properly mapping each region they travel in, for facilitating their job they will have several specialised scholars with them. Their task is not an easy one, as the maps need to not just be the ones about the geography of a region, but even ones for the political situation, the numbers of settlements, resources present and military forces.


Khanzeon Mountain Project.

To the diet it will be presented as a great project to dig out an ancient structure of the past, which is  the truth. Mirroring the great plan, this project is also done in a series of points. The task of this project will probably continue even after the Great Plan for the kingdom is accomplished, but it will take less time with new resources, men and machines given to it.

- Exploring it and taking the mountain measures
- Killing of the evil spirit lurking inside the very stone of the mountain (how is to be decided), destruction of the foul temple. Creation of a secure tunnel to reach safely the spaceship.
- Take and contain the green crystals in metal shells to avoid exposure. Methods for destroying them will be attempted when they are away from people and life.
- Start digging the spaceship, out of the mountain. Both from the inside and outside. We will begin by using miners, followed by machines, while engineers organize them.
- (Done at the same time) With instructions from Khanzeon, prospecting groups will be sent around Yang to find the materials needed to begin repairing the spaceship. As well the ones needed, for the creation of her auxiliary body.
- (Done at the same time) The mountain will be connected to the  road system. A camp for the miners and other workers will be built outside. It will be fortified and guarded.
- When the spaceship is secured from leakings of nocive or dangerous substances, the cripples made by the Yang regime will be brought here to receive further healing. The mountain surroundings will become a place for healing and scholarship. A ceremony of inauguration of this place will be done when the ancient spaceship is fully brought outside the mountain, signing the success of the great work. Celebrations will be held.
- Afterwards the excavated mountain instead will be remade in a fortress, on top a monastery will be allowed to be made. Khanzeon will receive a large portion of the mountain for her own use, and she will be able to build and expand it.
