/cs register #channelname yourpassword description
/cs set #channelname keeptopic on
/cs set #channelname xop on
/cs sop #channelname add username1
/cs aop #channelname add username2
/cs hop #channelname add username3
/cs vop #channelname add username4

Registers the channel "#channelname" and makes "username1" a super-op, "username2" an op, "username3" a halfop, and "username4" a voice.  The person who registers the channel will automatically be added to the super-op list, with +q (founder) status.
