Reasoning:
It's the end, but it doesn't mean his goal is completed while Tath still walks around freely there aren't any people opposing him and most live in fear of his wraith. While this wasn't the end Wushei wanted; it can't be helped if his warriors never wanted the Deepborn to come close to achieving his goal. If there is only one way to beat this man and truly overcome what people feared than Wushei would need to find a way to bring himself back from what people fear "Death:.

What is the moment:
After a hard fought battle; He couldn't keep up with the holy man Versoa and despite how far he managed to push himself it wasn't enough to win. A shame his life had to end here, but he accepted it with a smile on his face, and thanked the warrior for an amazing battle. This wasn't the end he wanted, but he'd gladly accepted it despite him not achieving his goal.

While he finally manage to see what death was like; he could rest easy knowing his friends didn't suffer, but he had unfinished business to complete. If he was the only people who actively sought to stop Tath then death by his hand would be fitting, but until that happens; Wushei would find a way to overcome what he sought to learn about for years.
