I hereby formally file a complaint against Lieutenant Hui of the CCPD for unlawful detention and thereby violating my civil rights.
LT Hui and myself had been in a heated argument with another staff member of the CCFD at the CCFD HQ.
After this discussion was over I choose to leave as I was off duty and I had a lot of stuff to get done.
As I enter the street LT Hui orders me to stop and remain on the scene. I ask multiple times if I am being detained and if so for what crime. LT Hui carries on with his personal issues with me and he carries on the discussion we have had in the CCFD HQ even though this had been ended in the CCFD HQ.
LT Hui verbally threatens me with arresting me for “Disorderly conduct” even though I have had no interactions with him since our discussion ended at the CCFD HQ.
LT Hui informs me that the reason he is holding me against his will is so that he can “Get his point through my skull”

“Unlawful detention occurs when law enforcement unreasonably detains a citizen without making an actual arrest or having other legal justification for doing so. This particular type of police misconduct involves a form of intimidation where the citizen is under the impression that, if they do not cooperate, they could be subject to a criminal charge, arrest, or other consequences. However, unlawful detainment is a violation of the Fourth Amendment of the Constitution and calls for restitution when committed.”
I was of the impression that I would be subjected to criminal charges if I did not cooperate with LT Hui, reference his threat of arresting me for disorderly conduct
Interacting with the public is an essential part of proper policing and officers have the right to engage in consensual encounters with the public when they need information. The police also have the right to briefly detain an individual if they have a suspicion that a crime has been committed. I was never informed of any crimes being committed however LT Hui made it clear to me that he wished to carry on his argument from before and that leads me to believe that was the reason for him to hold me against my will
LT Hui also called for other police units to come to the scene, I see this as an attempt to intimidate me to stay, again as the civil rights lawyers say “This particular type of police misconduct involves a form of intimidation where the citizen is under the impression that, if they do not cooperate, they could be subject to a criminal charge, arrest, or other consequences”
unlawful detainment is a violation of the Fourth Amendment of the Constitution and should not happen in a functioning city like Cedar Creek.
I wish to take legal actions against the lieutenant and I wish to take the matter to court
