dkulp: This report doesn't address or explain why some projects
                 have had account creation requests in queue for over a
                 month.  Accounts used to be processed roughly weekly.
                 Is there a reason for the change and what would be
                 required to get that back down to a reasonable timeframe?
                 Some projects are really trying to grow their committer
                 community, but are not getting the required "support"
                 from Infrastructure to do so.  IMO, it would also be
                 good to report the number of new accounts created each
                 month (since PMC's have to report # of new committers/pmcs
                 and secretary reports the # of CLA's).
