Mike Foster, you and the other Board members at UCDD are a disgrace to the Upper Cumberland area and you to the citizens of Dekalb County. It’s time for you to get out of the way and let UCDD move forward. You lied to the Herald Citizen when you claimed that UCDD was going to be more transparent. What is transparent about appointing Randy Williams as interim director? What was transparent about changing the locks at UCDD as soon as Williams was appointed as interim director? What was transparent about fired two long time UCDD employees? What is transparent about removing the hard drive of employees’ computers? What are you looking for Mr. Foster? I guess Earl Carwile was right, you and the Board are more interested in finding out who provided information to News Channel 5.

Randy Williams was basically right under Wendy Askins’ nose every day, and he knew that she was transferring money from UCDD to Living the Dream. Appointing Williams as director is like having a fox to watch the hen house. Michelle Price was at Living the Dream every day, and she knew firsthand that Wendy was living a life of luxuary on UCDD money. Michelle knew exactly how Wendy was getting money to fund Living the Dream, and she did nothing to stop it. Remember, it was Michelle who kept the books for Living the Dream. In my opinion, she has been less than honest about her knowledge of Wendy’s fraudulent activities. Then there is Patty Ray. She came up with a scheme to sell her car to UCDD, which was clearly a conflict of interest. It’s a disgrace and embarrassment to the people of the Upper Cumberland to put people who helped Wendy carry out her dastardly deeds in control of UCDD. You might as well just bring Wendy back. How stupid can you be? Don’t answer that, you have already proven how stupid you are.

Then to add insult to injury, Mr. Foster, you allowed Amanda Mainord, a former UCDD employee, to take away thousands of dollars in grants from UCDD. Why? Your explanation to the Herald Citizen was that you didn’t trust employees at UCDD. Who don’t you trust at UCDD Mr. Foster? Better than that, please explain to the citizens of the Upper Cumberland why we should trust you. Let me remind people who Amanda Mainord is. Remember the gazebo that was purchased from UCDD and ended up in Wendy Askin’s backyard. It was Amanda’s uncle who purchased the gazebo for Wendy. He was Wendy’s deputy director at UCDD at the time. Amanda was dating Wendy’s brother when the scandal was exposed by Channel 5 News. Amanda quit UCDD after Wendy resigned because she said she was being harassed by other employees. Really? She complained to Mr. Foster about being harassed, and he gave her thousands of dollars in grants that had been previously awarded to UCDD. Mr. Foster’s explanation was that Amanda worked hard on those grants. Yeah, so what, she got paid by UCDD very generously for working on those grants. What Mr. Foster failed to reveal about Amanda was that she was one of those eight people that received a raise. Remember when Mr. Foster complained that Earl Carwile gave out raises to employees without Board approval. Mr. Foster never complained about Amanda receiving one of those raises. Mr. Foster, is there something more than a friendship between you and Amanda? Is she getting paid for “services” rendered? I understand that you are wanting Amanda hired back by UCDD. Why are longtime employees being fired and Amanda being hired back. That makes no sense.

Then Foster decides to award Amanda several of UCDD grants. Do you smell a rat? The rumor now is that Foster has ordered the new executive director, whoever, he chooses it to be, to hire Amanda Mainord back at UCDD. In essence, Wendy Askins is still running UCDD by proxy . You can bet your bottom dollar that whoever, Foster, Nesbitt and Gannon choose as the executive director, that person will also be answering to Wendy Askins.

In a few weeks, the Board will make a big announcement about the new UCDD executive director. The Board will really play up the appointment of the director as a step in the right direction. I don’t know how you can go in the right direction when you go backwards. The choices for director are Randy Williams, a long haired hippy freak who looks like he needs a good bath. He also looks like a pervert lurking for children in the school yard. He was at Wendy’s side every day when she was stealing money from UCDD and transferring it to Living the Dream. He even told people that he knew Wendy was stealing money, after the fact. He did nothing to stop Wendy from stealing thousands of dollars, yet he claims he can save money as the director of UCDD. Really? Randy, you can’t fix STUPID, and you are STUPID. Then there is big fatass Michelle Price. She knew every move Wendy was making, and she knew Wendy was stealing money. Remember, Michelle was keeping the books for Living the Dream, so she definitely knew that Wendy and Anna Askins were taking money for their own personal use. Wendy and Anna were living in a luxuary mansion with amenities that many of us can only dream about. Michelle helped them fulfill their dreams. You may also recall that Michelle defended Wendy and the UCDD money that she was funneling to Living the Dream. Just go back and read the articles in the Herald Citizen from January and February 2012. Michelle will bankrupt UCDD within six months if she is chosen as director. She only wants to be director so she can walk around in her short short dresses and show off her big fatass. Nobody wants to see you fatass Michelle, dress with some dignity. Last but not least is big fatass Patty Ray. Man, do they have some fatass women at UCDD. Big fatass women means more for the Board members to love on at out of town UCDD Board meetings. Wendy always made sure the Board members had liquor and women or should I say sluts, at the Board meetings. Back to Patty Ray, she is the one who sold her car to UCDD, but continued to drive the car as her company vehicle. What a perk! No car payment or insurance payment, and a gas card and vehicle maintenance contract to boot. Wendy also hired Patty’s daughter at UCDD at a salary equivalent to some of the department directors. Lori had no relevant experience for the position.

These are the people the UCDD Board are considering placing in control of the finances at UCDD. They all appear to be financially responsible people, don’t you think? NOT. Do you really believe the Board is interested in moving UCDD forward? Look at these pathetic choices. They might as well bring Wendy back. By the way, another interesting bit of information, all of these choices are keeping in close contact with Wendy on a daily basis. Check the phone records. The Board is also keeping in contact with Wendy on a daily basis, especially Mike Foster and Michael Nesbitt. In fact, Wendy recently meet with Randy, Michelle, Patty and Mike Foster at her home to discuss who should be fired at UCDD. Don’t forget, they are still bitter that a conscientious UCDD employee saved the taxpayers millions of dollars by reporting fraudulent actitivites. The UCDD Board and Wendy are still mad as Hell about being exposed. Remember what poor little Mikey Foster said to Earl Carwile,“I got my dirty little hands burned”
If you are as disgusted as I am over the dirty underhanded back room deals being orchestrated by these disgusting UCDD Board members, make your feelings known at the next Board meeting. I will give you the date of the meeting in my next post. I will be posting daily. In the meantime, lets ring the Board member phones off the wall, and flood their mailboxes and e-mails with our thoughts about their dirty dealings. You might even want to drop by their offices and give them an ear full.

The kind of man who always thinks that he is right, that his opinions, his pronouncements, are the fin al word, when once exposed shows nothing there. But a wise man has much to learn without a loss of dignity. I cannot take credit for these words of wisdom, but I think they appropriately apply to the current situation at Upper Cumberland Development District (UCDD). It is clear to me that the UCDD Board of Directors lack wisdom and are only interested in having the last word. I have been watching things unfold at UCDD for several months, and I am very disappointed in what I have seen. As I look over the hundreds of post on this forum, I realize that the Board of Directors just aren’t listening and they just don’t care what people think. Why is it that way? Because, we as citizens of the community have allowed them to get away with things for too long.

I had hopes that once the scandal broke at UCDD and Wendy Askins and Larry Webb resigned, that things would turn around at UCDD. They have not. Things have only gotten worse and the Board of Directors has greatly contributed to the low morale at UCDD. Long time employees of UCDD have been fired because they were suspected of reporting fraud and abuse of funds at UCDD. The privacy of these employees has been violated at the direction of Board members and an attorney, who is clearly violating the ethnics of the law he claims to be representing. One would have thought the Board of Directors would have rewarded those employees instead of retaliate against them. The Board of Directors will strongly and convincingly deny that there has been any retaliation against UCDD employees. The Board is simply lying to the public. They think if they continue to deny the allegations long enough, the public will start to believe them. In the coming weeks the public will finally get to see for themselves all of the lies of the Board.

Select members of the Board (Mike Foster, Mike Gannon and Michael Nesbitt) met privately with Randy Williams and Michelle Price and instructed them to fire certain employees. This is very well documented. I have seen the proof, an astounding amount of proof. The public will also soon be allowed to see the proof. As I read the article in the Herald Citizen today about the candidates for the executive director, the proof of deception of this Board was in black and white. Go back and read through the posts on this forum about who would be the top candidates for the executive director position. How would someone know who would be the top candidates? I will explain. Evidence has been collected for months about the underhanded dealings of this Board. Not only is it a violation of the Sunshine Law for the Board members to meet privately with perspective candidates, but it is downright unethical.

This Board of Directors has insulted the intelligence of every citizen in this community by pretending they have not secretly made deals with Randy Williams and Michelle Price. This Board is about to face some serious legal battles that will not only result in lawsuits, but there is also a very good possibility of criminal prosecution. Why would the Board even consider two people at UCDD that are as guilty as Wendy Asking and Larry Webb in stealing money from the agency? The Board will soon be embarrassed again when Randy Williams and Michelle Price are arrested along with Wendy and Larry. In a few weeks when all of the things I have talk about in this post become a reality, we will see who the real fools are.

I will leave you with one final thought for the Board of Directors and for Randy and Michelle.“Don’t taunt the alligator until after you’ve crossed the creek.”.

Citizens of the Upper Cumberland we have an obligation to attend the meeting at the Upper Cumberland Development District (UCDD) when the applicants for the executive director position are interviewed. I have prepared a list of questions that need to be asked of the candidates. There is no doubt the Board will refuse to ask the questions, but we as citizens can demand the questions be asked or we will ask the candidates the questions directly. The questions are going to be asked even if I have to ask the candidates as they leave the interview.

Are you familiar with Tennessee and Federal laws pertaining to the Whistleblower Acts? Do you support those laws?

Would you encourage UCDD employees to report fraud and abuse of funds at UCDD?

Would you retaliate against UCDD employees that you thought reported fraud and abuse of funds at UCDD?

Would you encourage and reward UCDD employees who report fraud and abuse of funds at UCDD?

Would you violate the privacy of employees at UCDD if directed to do so by a Board member (s)? Would you report that Board member (s) to other members of the Board or to law enforcement officials?

Have you agreed to retaliate against UCDD employees at the direction of the Board? Would you expose Board members who have asked you to retaliate against UCDD employees?

Have you meet privately with any of the Board members prior to be selected as a candidate or after you were selected as a candidate?

Do you know Wendy Askins? Have you had any contact with Ms. Askins either in person, phone or e-mail within the past three months? If Yes, What was the purpose of the contact with Ms. Askins?

Did you know either directly or indirectly that Wendy Askins was misusing funds from UCDD before Channel 5 News broke the story? Did you report the information to anyone?

Do you believe the executive director should be more responsible to the Board or to the public?

Would you commit a criminal act if instructed to do so by the Board? Would you report Board members who ask you to commit criminal acts?

Now, the Board is too cowardly to ask these questions, so it is up to the public to ask them. These are legitimate questions with valid points. Even though the Board has invited public attendance, that is just for show. The Board is trying to give an appearance of transparency that Mr. Foster promised at the last Board meeting. They don’t really want the public involved in the process. If the Board doesn’t ask the questions, we should follow the candidates outside after the interview and ask the candidates these questions directly. We will be courteous and respectful, but we will also be persistent.

The media will more than likely be covering the interviews, well I mean the Herald Citizen, and they are not really legitimate media. Channel 5 News will more than likely be there too. The Herald Citizen hates Channel 5 News because they make the newspaper staff look incompetent. They are incompetent.
