  3. Of the several islands surveyed thus far, #11 shows the most promise for temporary development. The majority of the island has relatively level ground, with no swamp or marshland to hinder development location. The environment is of a moderate climate, with results of long-term forecasting estimating milder winter periods and a minimal wet season, if any. It is therefore unlikely for the island to experience severe weather conditions that would be highly detrimental to occupants.

  5. The fauna of the island appears relatively docile. The primary reason for population control is resource competing, with multiple species outcompeting others. There are some concerns that this will require further expenditure for adequate storage of supplies, as native creatures are liable to adapt their scavenging to include household goods.

  7. Native flora has the necessary properties to be utilized as construction material. Further concerns have been raised as to the integral part the forest plays in lessening erosure to the soil, however, the estimated area to be developed does not exceed 20% of the island's land mass.

  9. Of all islands surveyed thus far, #11 holds the least negative conditions. It is recommended that the high council review the previous 47 reports regarding island #11 and compare these to the previously surveyed islands #1 through #10.
