Tom Hardy (Bruce Willis) is a maverick cop in pursuit of a sadistic serial killer. Demoted to river patrol after suggesting to the press the killer may be a police officer, he initiates an unauthorized investigation with his new partner (Sarah Jessica Parker).
A serial killer is back in Pittsburgh to torment the former homicide detective who was on his trail years before. Tom Hardy, who has been relegated to water-way duty, along with new partner Jo Christman, navigate the three rivers looking for clues and discovering bodies. This time the victims are women Tom knows, he must find the killer to prove his innocence.
A cop receives phone calls wherein he hears the murders of young women perpetrated by a wily serial killer. Okay, the premise is not new. It is a bit reminiscent of the Zodiac killer, but only a bit. The truth is, only a big star like Willis could pull this one out of the $1 bin and set it upon the eye-level shelves. Fortunately, Willis and Sarah Jessica Parker manage to do just that.<br/><br/>This film is highly underrated and under-appreciated, and wrongly so. The performances by even the supporting cast (actors who are known for lesser films and lesser performances) are wonderful. No, I&#39;m not trying to say this film is Oscar-worthy, but it IS highly entertaining. It properly generates atmosphere, and delivers upon generation.<br/><br/>All in all? I found this work entertaining and enjoyable.<br/><br/>It rates an 8.3/10 from...<br/><br/>the Fiend :.
Bruce Willis stars as a son of a family of police officers whose father was allegedly killed by a serial killer. Willis makes waves by claiming a fellow officer did the deed and gets reassigned to river rescue detail and a new partner (Sarah Jessica Parker). To much suprise (not) the killer starts killing again.. this time those that know Willis..<br/><br/>An ok movie with some suspenseful action scenes on the rivers..but it lacks any real suspense..<br/><br/>On a scale of one to ten..6

The original British police force was the Constabulary of Ireland founded in 1822 (later given the royal appointment and renamed the Royal Irish Constabulary). It formed the basis for all other British police forces in the UK and across the British Empire including London&#39;s Metropolitan Police (formed in 1829) whose first 2 commissioners were both Irishmen with the necessary prior experience, Palestine Police, Royal Canadian Mounted Police etc. This established a long tradition of law enforcement running in Irish families worldwide, especially as many RIC officers emigrated to America after the violence surrounding Ireland&#39;s partition in 1922 and joined police forces there. In addition during the 19th century many corrupt, Irish dominated local governments such as New York&#39;s infamous Tammany Hall would reward their supporters with lucrative civil service jobs in the police force and fire department, often using the former as an instrument of political power.  a5c7b9f00b
