COSMIC RAY mix05 comments

Z-I-v Summer Contest 2021 VIP3 entry with the following changes:
- EVERY CHART IS NEW. So this feels like it's never been in SC2021 at all.
- BPM changes. Now with CHAOS- and 東京神話-like features.
- New graphics. I'm probably better off using that font for [url=https://zenius-i-vanisher.com/v5.2/viewsimfile.php?simfileid=46453]one song[/url] (and mix graphics lol)
- The video banner is no more.
