  1. Why this list?
  2. Gamefreak has on multiple occasions given abilities to Pokemon previously lacking them. This is done almost any generation.
  3. For example Miltank didn't have 2 abilities until gen 4, Wiggly line for a secondary standard ability(Competitive) as of gen 6, Slush Rush Beartic as of gen 7, Weezing got 2 additional abilities in gen 8, and we are bound to get more as it has consistently been done to make the mons better, even as a secondary ability not Hidden Ability, they are still generally better abilities, often buffing the Pokemon efficiently for in-game and PvP.

  349. Exceptions: External abilities (all of these abilities can't in some generation be obtained or changed to, regardless of ability capsule or ability patch)
  350. Rockruff (event) ---> Lycanroc-Dusk, this is already a 4th ability, this unique Rockruff has a different ability than other Rockruff who have 3 abilities. The mechanical implications of having such an ability don't really matter unless I am mistaken, as the "origin" of the pokemon just needs to meet the evolution requirement to then evolve into Lycanroc-Dusk. It's a bit odd they gave it a different ability to more clearly show a difference beyond origin of the Pokemon, but it's logical none the less.

  352. Ash-Greninja ---> Similar situation as event Rockruff, except this is a unique "third" ability without there being a common second ability. This Ability however is required to form change in battle to Ash-Greninja after dealing the finishing blow against a pokemon with Battle Bond Greninja.

  354. Zygard, much like Ash-Greninja/Rockruff obtained an external ability for gen7 despite being introduced in gen6, which meant it couldn't be changed with ability capsule. This was later corrected by making it a regular second ability.
  355. The ability is also needed to form change by dropping below half HP.

  361. With this categorizing it's more clear on what Pokemon will/ will not be given an additional ability as we can distinguish the following trends:
  362. Pure trends(+): Trends of sorts(-):
  363. (+) Starters have 2 abilities, a regular ability you start the game with and a hidden ability to be viable for late game competitive purposes. There is no implications to get a secondary ability as it even defines how story progresses itself into competitive as hidden abilities are generally post-game only.
  364. (+) Mythical pokemon (generally any Legendary pokemon only obtainable by Event) only have 1 ability, in part for them being only obtained in that one way.
  365. (+) Main/cover legendary pokemon are very consistent, if they have a signature ability they only have 1, if they have no signature ability they have 2, even some lower legendary pokemon like the UB's, Regieleki, and Regidraco fit this rule. The only exception is Zygard, who is an exception in multiple way for HOW it got the ability but also an exception for Eternatus. I'm not quite sure what they intend to do with Eternatus. If they keey dynamaxing around for another gen, it would make sense for it to get a signature ability like Zygard got one, but they stated Dynamaxing to be the gimmick of the generation and no info has come out for either BDSP(gen4 remakes) or Legend Of Arceus to have Dynamaxing. With this being the posterboy of Dynamaxing with it's otherwise unobtainable Giga form, it's perhaps for the better to stay that way as it has near max in all stats.
  366. (+-) Low legendary pokemon like trio's, tapu's, Cresselia/Heatran, have 2 abilities being closer to generic pokemon. Swords of Justice sort of have a defining aspect with Justified, though the ability has never been unique to them either, and Tapu's who have a similar shared ability trend do have a Hidden Ability. Perhaps something for a future gens to correct as Gamefreak is known for being fasionably too late. The Galar bird trio also do not have a hidden ability, The geni trio does have 2 abilities but then also only have 1 in the Therian form. These 2 groups however are more obvious to be balance implied as to why they do not have additional abilities as the Therian forms have dominated VGC ever since release while the birds are quite efficient examples of their understanding on how to inroduce new "viable" pokemon as if they were testing the waters.
  367. (+) Gen 7 "nerfed" the Legendary Beasts by changing their Hidden ability (Flash Fire/Volt Absorb) to Inner Focus, but did so before releasing the Hidden Ability, which gen 5 also did for Pokemon such as Chandelure. Chandelure was meant to get Shadow Tag, and rightfully they swapped it before it got released. With all abilities now release and the ability patch allowing the user to swap their ability to the Hidden Ability, making this trend not too relevant anymore.
  368. (+) There is no limitation to a pokemon getting a Unique ability(example Neutralizing Gas), or an ability rare and exclusive to that pokemon as a buff gens after it has first come out (for example Drought Torkoal). Even 4th ability as an External ability is possible as we have seen before. For Zygard, it's ability has compleatly been integrated as a regular ability after the fact.
  369. (+) For pokemon with a unique ability that also get a second ability; The aility will eventually become more generic, except for Darmanitan. Gale Wing was nerfed to below average, so no harm can be done, Ice Scales is just a special version of Fur Coat so rare but not too unique, Grass Pelt is a prime example of "weather" abuse ability but this time for Terrain. Knowing how much Grass types now synergise with Grassy Terrain this only seems natural, plus we have seen the counter part pokemon; Florges with Symbiosis also have its unique ability be distributed further, same for Aromatisse Aroma Veil or Bewear's Fluffy, etc.

  371. (+-)There is 1 post release ability swap that we saw: Gengar got the ability levitate ability swapped with Cursed Body, unsure what exactly this does as it even managed to make good use of Cursed Body in VGC despite seemingly being a nerf. It's uncertain if this was a backpaddle nerf for Mega Gengar without actually hitting the Mega, or a design change, either way it is worth mentioning.
  372. (+-) "Cocoon" Pokemon are a bit of a mess, some continue the ability line of ability 1 & 2 as well as Hidden Ability from first to final stage, even if the first ability is an ability almost exclusive to low stages in Run Away Rattled or Friend Guard, some only get Shed Skin. The list is decently big, even applies to Pseudo Legendary NFE Pupitar. Spewpa, who also is a Cocoon, loses only the second ability but retains the HA. Perhaps part of the trend here is to lose 1 ability upon cocoon stage (seeing Kricketot/Burmy are first stage and similar to Caterpie have both a regular and Hidden ability), but that does not explain why Dotler gets to keep all 3?

  374. (-) Weezing sparks some interest in these ability buffs as prior it only had Levitate. This is the most unique of the bunch as we haven't seen any Levitate Pokemon get excess to multiple abilities except for Bronzong who had them since introduction. I would almost bet on this becoming a trend in the future as they intentionally picked a low usage(at least for past gens of VGC) Pokemon and gave it not only a signature ability, but also a regional form to share the ability with. My biggest bet would be Chimecho or Claydol to get similar treatment, more inclined to say Chimecho as they have yet to do a Cursed Tag/"Spell Tag" designed Pokemon despite the abundant amount of things referencing it in Pokemon and Japanese media in general.
  375. (-) Interestingly, besides Dragonite, all Pseudo Legendary Pokemon to not have obtained a 3rd ability have gotten a Mega evolution instead. Dragonite did get a noticeably good ability, almost a Signature ability shared with Lugia(though a clone of the ability now exists for Lunala), so it's uncharacteristic for Dragonite to get a 3rd ability.

  377. The "other" pokemon:
  378. (-) Hydreigon/Vikavolt both are levitate, so their pre-evo's likely only have one ability to prepare for this fact. Though this isn't obligated as seen with Trapinch for the Flygon line.
  379. (-) Ferroseed is an odd one, but they have given first stage Pokemon the same ability as the other stages in later generation for Pokemon ex Starly, who didn't have a HA in gen 5 at all. This seems like a band-aid fix, as Starly too was like this in the past. Something they seemingly forgot and most likely will "fix" in the future, even for how irrelevant Anticipate is for Ferroseed.
  380. In addition to this, hence why I even brought it up, is that Ferroseed might be unique in this explict stance for 1 ability but isn't for 2 abilities. For example Sneasel has a second ability thus totalling 3 abilities, but Weavile only has 2. This is even a decent group of pokemon. We can assume Weavile will get an ability to fill the gap later on in the same sense as they usually buff pokemon with 2 abilities.
  381. (-) The most likely group of Pokemon to me are the ones that have lost their defining ability. Pokemon such as Dhelmise/Furfrou/Clawitzer, who both could be more normalized by having 2 or 3 abilities total instead of just their current one, even if it remains their best ability. In recent generation we have gotten pokemon like Perrserker with a signature ability to add character to the pokemon but still have 2 other abilities to potentially have. I can only hope the above 3 named pokemon will get a simalar treatment as Perrserker, even if it is with after-the-fact ability additions.
  382. (-) Finally, the exception pokemon. There is just 1 and it's Turtonator with 1 ability that is as common as it gets. It wouldn't be Gamefreak if there wasn't something they completely forgot when it comes to consistency. I give it they will be handing out another ability for it in gen 9, perhaps 2, as it's almost baffling how illogical it is for this pokemon to only have 1 ability ignoring all the above described trends of how pokemon are grouped. By gen 9 we also would have had 2 additional gens after release for them to be certain of it's low viability, perhaps a Weezing like situation will work for it.

  384. These are for GF standards also quite noticable consistencies. Shiny pokemon for example have about this many handpicked exceptions to their colour pallet rules, movepool additions have less consistency even among moves their PP it gets all over the place regardless of factors like distribution being accounted. Thus I am happy with how precise this list turned out.
