  74. - Changed marketplace to require an organization/vendor established in a owned node.
  75. - Tweaked settler tree to better use caps.
  76. - Reworked tutorial and add "help tooltips" that are enabled at the end of the caps tutorial.
  77. - Increased unit upkeep by a large amount, reduce unit upkeep for certain archtypes.
  78. - Overhaul of Operative traits, bringing them into a Fallout theme.
  79. - Changed operation phase pictures and descriptions, giving them a fallout theme.
  80. - Adjusted advisors for New California Republic.
  81. - Massive rebalance of technology. Planes got a very large makeover.
  82. - Changed Tlaloc Nuking decision to target your troops instead of just random states/your capital.
