  7. I would highly recommend that if you are going to have the Hulk Deck's effect take place during the untap step, to educate players about rules 502.3 and 503.1. There was a lot of confusion in my early pods about whether you could respond to effects that trigger from the Hulk Deck's effects (say, a "dies" effect that triggers as a result of a Hulk card destroying a creature), and how to stack triggers. According to rule 503.1a, any abilities that trigger during the untap step and any "beginning of upkeep" triggers are placed onto the stack in Active Player, Non-Active Player (APNAP) order.

  9. 502.3. No player receives priority during the untap step, so no spells can be cast or resolve and no abilities can be activated or resolve. Any ability that triggers during this step will be held until the next time a player would receive priority, which is usually during the upkeep step. (See rule 503, “Upkeep Step.”)

  11. 503.1a Any abilities that triggered during the untap step and any abilities that triggered at the beginning of the upkeep are put onto the stack before the active player gets priority; the order in which they triggered doesn’t matter. (See rule 603, “Handling Triggered Abilities.”)

  13. I noticed there are fewer copies of certain common and uncommon cards than others (namely Gamma Radiation, Hulk SMASH Machines!, and I Am the Strongest Avenger). The quantity of each card in the deck should be consistent with its rarity - either the card quantity or the rarity should be changed.

Several times during the games, it was a feel-bad when players drew land cards they wanted to put onto the battlefield with it. If you want players to be able to play lands they draw with the card, the draw effect needs to be before the land-playing effect. Are the effects intentionally in that order?

For the active player, because they control both replacement effects, they can choose to apply the replacement effects in either order. This means that the active player can choose to have the command-zone replacement apply first, and send the commander to the command zone. The non-active players are not so fortunate. Because the replacement effects are applied in APNAP order, the effect of this card will apply before the command-zone replacement effect controlled by the non-active players, and their commanders will be stranded in the graveyard.
