  71. first offense: lose latest rd pk that doesnt break the "must have every other round pick" rule
  72. ex. team A is penalized and their draft picks are 1 2 3 4 5 6 7 8 9 10 11 11 12
  73. removing 12 will break the rule, therefore an 11th rd pk is removed
  74. ex. team B is penalized and their draft picks are 2 2 2 2 2 2 2 2 2 4 6 8 10 12
  75. removing 4 6 8 10 or 12 will break the rule, therefore a 2nd rd pk is removed
