  1. Evaluation of our recruiting practices. We are = in a vulnerable position, having requested and obtained fiduciary = support to initiate clandestine ARG-SPIRNET capability, acting and at = times testifying as if it has been proceeding according to schedule. = This has been a point of contention, on my part, as I have raised this = issue at Wednesday meetings, and have consistently been reassured that = we are, in fact, ahead of schedule. Finally, I believe we need to target more young men and women between = the ages of 17-33, give or take a few years, who have already proven = themselves viable candidates, and can be easily persuaded to join us. We = may need to reinitiate LUNA. Scrap WVLF, engage LAMB, and promote the = 1988 addendum. 5. In a positive light, some aspects of the experiment promoted by = Director D.F., namely thrusting recruits through various = parapsychological trials - which we=E2=80=99ve avoided since the failure =
