  1. To begin with, all Ninjutsu have the following qualities:
  2. -Rating: How complicated the Jutsu is, rated as E<D<C<B<A<S.
  3. -Chakra Cost: The amount of Chakra spent on the Jutsu.
  4. -Speed: The number of Partial Actions required to complete the Jutsu.
  5. -Element: This is the Element the Jutsu uses, which is mostly esoterica.
  6. -Range: How many squares away from the user this Jutsu can target.
  7. -Shape: The quality of the Jutsu, which each Jutsu must have. Where Range determines how far away it can target, Shape determines the amount of spaces it targets.
  8. -Damage: The damage this Jutsu does, before adding in the user's Rank, Ninjutsu, and Elemental Training
  9. -Effects: Secondary effects the Jutsu causes when used.
  10.  
  11. All told, the stat block for a Jutsu should look something like this.

  13. To use a Jutsu, determine its Elemental Training Skill and roll a number of d10s equal to your Ninjutsu. Each roll less than Rank+2 is counts as two Successes, each 1 counts as 4 Successes, and each Rank in the related Skill is an additional Success.
  14. Your target(s) then use a Defend Action, and negate the Jutsu if they have more Successes than you.

  17. Rating
  18. When building a Jutsu, you may invest up to a number of BP up to Rank*Ninjutsu. This determines its Rating on a scale of E<D<C<B<A<S, which determines its base Chakra Cost and Speed. After you've determined its Rating, add in any extra BP from other sources you get.
  19. For every 10BP spent on constructing the Jutsu, increase the Rating by 1 (So 10BP is a D Rating, 50+ is an S Rating).

  21. Chakra Cost
  22. This begins as 2+X, where X is the Rating. If using a Jutsu would consume more Chakra than is in your pool, it instead fails and inflicts "Chakra Exhaustion" automatically.
  23. -Reduce Chakra Cost (3BP)
  24. Reduce the Chakra Cost by 1, to a minimum of 1.
  25. -Amplifiable (4BP)
  26. Increase the Chakra Cost by +X where X is up to your Rank, and increase the Jutsu's Damage by +5*X. Choose X each time you use this Jutsu.
  27. -Increase Chakra Cost (+2BP)
  28. Increase the Chakra Cost by +1.
  29.  
  30. Speed
  31. This begins as X-1 to a minimum of 1, where X is the Rating.
  32. -Fast Jutsu [Ninjutsu 5] (5BP)
  33. Reduce the Speed by 1, to a minimum of 1.
  34. -Slow Jutsu (+4BP)
  35. Increase the Speed by 1.
  36. -Ritualistic Jutsu (+5BP)
  37. Increase the Speed to a Full Round Action. Any Shinobi may move a number of squares up to their Dodge Ranks if doing so would put them adjacent to you.

  39. Element
  40. The primary use of an Element is to determine what Elemental Training Skill adds its Ranks as +ASB. Non-Elemental Jutsu obviously gain no benefits from Skills, and must rely solely on Perks to modify them.
  41. This does not add an elemental effect by itself, that requires the Elemental Jutsu Effect. Advanced Elemental Jutsu require you to have the appropriate Kekkei Genkai to be chosen as a Jutsu's Element. Jutsu with an Elemental Jutsu Effect are subject to Elemental Interactions, listed in the Advanced Shinobi Rules section.
  42. -Elemental Jutsu Effect [Chakra Control 3] (3BP)
  43. This Jutsu gains the base properties of its listed Element.
  44. -Advanced Elemental Jutsu Effect [Kekkei Genkai: Advanced Element Training 5, Chakra Control 5] (5BP)
  45. This Jutsu gains the base properties of its listed Advanced Element.

  47. Range
  48. Like it says on the tin. All Jutsu begin with a Range of Rank*Nin.
  49. -Increase Range (1BP)
  50. Increase the Range by +3.
  51. -Increase Zone (5BP)
  52. Increase the Range by +20.
  53. -Decrease Range (+1BP)
  54. Decrease the Range by -3. May not be taken with any other Range Modifications except itself, to a minimum Range of 1.

  56. Shape
  57. Like it says on the tin. Unless it says otherwise, a Jutsu may only have one Shape applied to it.
  58. -Shot (0BP)
  59. This Jutsu affects one target within range.
  60. -Selective (3BP)
  61. You may exclude up to X targets in the Jutsu's Shape, where X is your Rank.
  62. -Personal (1BP)
  63. This Jutsu may affect the user.
  64. -Burst X (X*2BP, where X is up to Rank)
  65. This Jutsu affects X Squares in all directions from the targeted square. May be taken with Line.
  66. --Explosion [Burst, Chakra Control 6] (2BP)
  67. Reduce the Burst value of this Jutsu by 1. Shinobi who use any "Defend" Action except Dodge or a Superior Elemental Jutsu still take half damage from this Jutsu and suffer any additional Effects. May be taken with Line or Beam.
  68. -Line (5BP)
  69. This Jutsu's Range is doubled and targets the first square with a valid target in a straight line from the user up to its Range. May be taken with Burst.
  70. --Beam [Line, Chakra Control 6] (2BP)
  71. This Jutsu ignores penalties for being used at Perception Range and targets all squares in a straight line from the user up to its Range. May be taken with Burst or Explosion.
  72. -Growing X (XBP)
  73. This Jutsu affects an area in front of the targeted square equal to X+1 in an expanding cone. (1>3>5>7>etc)
  74. -Disaster [Chakra Control 10, Ninjutsu 10] (20BP)
  75. This Jutsu affects the entire battlefield, or near enough to count. Shinobi cannot defend with "Dodge". Shinobi who use any "Defend" Action except a Superior Elemental Jutsu still take half damage from this Jutsu and suffer any additional Effects.

  78. Damage
  79. Any damaging Jutsu uses the following formula to determine its damage.
  80. [Rank + Ninjutsu Score + Jutsu Base Damage + Element Training + Element Base Damage]
  81. -Non-Damaging (0BP)
  82. This Jutsu does not deal damage.
  83. -Improved Damage (1BP)
  84. Increase Damage by +4
  85. -Amplifiable [Chakra Control 5] (4BP)
  86. Increase the Chakra Cost by +X where X is up to your Rank, and increase the Jutsu's Damage by +5*X. Choose X each time you use this Jutsu.
  87. -Barrage (5BP)
  88. This Jutsu suffers X+1 ASP, where X is up to your Rank, and inflicts x0.5 Damage. For each extra success, this Jutsu hits again for x.05 more (1 Extra = x1, 2 Extra =x1.5, 3 Extra =x2, etc.). Targets who "Defend" with a Skill other than Dodge suffer X ASP as well.

  90. Effects
  91. The broadest category of enhancements, modifying your Jutsu in ways your opponents will be hard pressed to expect.
  92. -Constricting [Water or Earth Elemental Jutsu](2BP)
  93. Inflict Constrict on one limb of the target.
  94. --Immobilizing [Constricting, Chakra Control 6] (3BP)
  95. Inflict Immobilize for X*2 Rounds, where X is your Rank. Overrides Constricting.
  96. -Blinding [Lightning or Fire Elemental Jutsu] (3BP)
  97. Inflict Blind for X*2 Rounds, where X is your Rank.
  98. --Obscuring [Blinding, Chakra Control 6]
  99. Inflict Obscure Sight for X*2 Rounds, where X is your Rank.
  100. -Bleeding [Must Deal Damage] (4BP)
  101. Inflict Bleeding X, where X is the number of Successes above your opponent's "Defend" Action.
  102. --Shredding [Bleeding, Chakra Control 6] (2BP)
  103. If this Jutsu's Damage is reduced by Mundane DR, reduce that DR by Rank*Ninjutsu.
  104. -Nauseating [Sound Elemental Jutsu] (5BP)
  105. Inflict Nauseated for X Rounds, where X is your Rank.
  106. -Stunning [Chakra Control 10] (9BP)
  107. Inflict Stun for X/2 Rounds, where X is your Rank.
  108. -Prone (2BP)
  109. Inflict Prone
  110. -Knockback (3BP)
  111. Inflict Knockback for X squares towards or away from you, where X is your Ninjutsu.
  112. --Airborne (2BP)
  113. Inflict Airborne X, where X is the amount of Knockback you would inflict. Overrides Knockback.
  114. -Continuous [Chakra Control 5, Ninjutsu 6] (5BP)
  115. You may sustain this Jutsu as a Partial Action at the start of your turn for its Chakra Cost-1, dealing all Damage and Effects to each Target again. Targets may spend 3 Grit to remove this effect.
  116. --Shielding [Must Deal Damage, Continuous, Chakra Control 10] (5BP)
  117. Instead of dealing Damage, this Jutsu instead gives you a total amount of Chakra DR equal to twice the Damage it would have dealt so long as you sustain it with Continuous.
  118. -Item Reliant (+XBP)
  119. This Jutsu requires a particular Item to be used, where X is a value determined by the GM based on how easy it is to lose access to this item.
  120. -Weaponized Jutsu [Range 1, Chakra Control 6, Chunin or Higher] (Hand=6BP, Weapon=4BP)
  121. This Jutsu affects either your hands or a weapon you are holding, and uses either your Martial Arts or an applicable Weapon Skill instead of Ninjutsu to "Attack". This Jutsu ends after X Rounds where X is your Rank, when you are disarmed (if applicable), or when you make a Successful Attack. Add the Damage and Effects of this Jutsu to the first successful "Attack" you make
  122. -Flooding [Water Elemental Jutsu Effect, Chakra Control 7] (6BP)
  123. The secret of Water Jutsu is surprisingly simple: Water and Chakra are interchangeable. This Jutsu gains Burst X and benefits from Continuous for X Rounds, where X is the Chakra spent on this Jutsu.
  124. -Clinging [Earth Elemental Jutsu Effect, Chakra Control 7] (6BP)
  125. The secret of Earth Jutsu is surprisingly plain: Earth and dirt slow you down. This Jutsu reduces the opponent's Speed Ranks by X for the remainder of combat, where X is the Chakra spent on this Jutsu.
  126. -Burning [Fire Elemental Jutsu Effect, Chakra Control 7] (6BP)
  127. The secret of Fire Jutsu is surprisingly easy: Fire and smoke are deadly. This Jutsu inflicts Poisoned for X Rounds, where X is the Chakra spent on this Jutsu.
  128. -Penetrating [Lightning Elemental Jutsu Effect, Chakra Control 7] (6BP)
  129. The secret of Lightning Jutsu is surprisingly dull: Lightning and thunder are terrifying. This Jutsu inflicts Shocked for X Rounds, where X is the Chakra spent on this Jutsu.
  130. -Mincing [Wind Elemental Jutsu Effect, Chakra Control 7] (6BP)
  131. The secret of Wind Jutsu is surprisingly calm: Wind and storms can shatter castles. This Jutsu reduces Chakra DR by X*Rank*Ninjutsu before dealing damage, where X is the Chakra spent on this Jutsu.
