This underground parking garage is still serviceable, and still has access to some rooms in the building above via emergency stairwells, and a nonfunctional elevatore.  The building above suffered a catastrophic integrity failure (read the building collapsed) during an earthquake; resulting the the deaths of most residents when emergency services were not able to get to them in time.  The property was written off as a loss and has changed hands a number of times, but the cost of rebuilding is to high compared to the value of the property.
You live in one of the semi-habitable apartments that is left in the center of the ground floor, but have plenty of space in the 3 floors of underground parking garage.  It's not pretty, and not the most comfortable.  Getting in or out is a pain in the ass, but at least it's private.
