It'd make sense to go for the weakest links and it'd be merciful, really. I mean even Nifty is potentially OP. A little lamb person with no real evil in their soul, only sin, would be raped and murdered for eternity.

Think about the people in Hell and how many people really 'deserve' to be there.
Also consider that from the demon's perspective, it is nightmarish, but perhaps everyone is killed for a reason, mostly.

Maybe you suffered enough, maybe you're too weak and trapped in some nightmare scenario.

There might be priority lists. Who knows.

Maybe they go out of their way to kill people who actively make Hell even worse.

I think we should probably think about them like Server moderators. What makes the game too much? What requires intervention?

And oh my god I just realized the sheep girl is totally a cannibal in someway, and that's why she's in hell despite how meek she is.

I mean, for fucks sake! There is literally no way she didn't know she was in the cannibal colony, it's apparently clearly labelled where they all live, much less was stepping into a cannibalistic butchers shop.
That's also another point: That she was going into a butchers shop despite being a deer based demon in hell, similar to how Alastor's a deer despite his carnivore preferences.

Now I have no idea how she became a cannibal, especially with how easily frightened, and fairly naive (I mean, really, who calls for help in hell and expects anyone to actually do so?) she is, so maybe it wasn't even something she was fully willing in her participation with, or has always regretted doing (i.e. starvation leading to desperate measures, being tricked by a secretly cannibalistic significant other, somehow addicted to the taste despite how guilty it makes her feel to indulge, etc, etc), but either way was enough of a sin for her soul to be cast to hell, willingly stained or not

The other one is a violent fucking maniac who judges everyone around her by how tender and well-marbled they look. Two personalities, but still only one soul, so everyone ends up in Hell. Maybe her shifting into full-demon form accompanies the violent personality taking over, and she appears more similar to Alastor's wendigo-ish nature, that is to say, a distinctly predatory creature (physically large, pointed teeth, etc) but that has features more associated with a harmless herbivore.

Well, a disturbing take on the idea would be lambgirl taking a shine to Alastor for acting like a knight in shining armor and he ends up just making her cannibalistic urges even worse. Regular personality likes his old timey gentleman side, violent personality likes the person he becomes when something sets off his killer urges and he starts slaughtering people.
