Hi Michael,

The limits as to the effectiveness of this power vary depending on the
good judgement of the GM and the player. Basically, it depends on how
much of a "mind" something has. A servitor, for instance, still has
some gray matter, but it's so lobotimized and augmented with
cybernetics that Psychic Scream probably wouldn't effect it.

On the other hand, Tech-Priests can get the Machine Trait, but their
higher functions are largely intact. So Psychic Scream probably would
effect them.
