- Personality: Something Something African Zenigata or Biscuit Oliver
- Background:
- Oumar's family has been in law enforcement for generations- his ancestor was making the rounds as a peacekeeper back in 1820. So it should come as no surprise that he threw himself into legal studies straight out of high school before attending a police academy. While he began as a beat cop, he quickly shot up through the ranks dealing with the drug dealers, perverts, arms merchants, and human traffickers that plagued his home nation thanks to his seemingly superhuman intelligence, strength, and stamina. Quickly enough that it drew attention from not only his superiors, but various crime families and evil organizations.
- He survived several attempts on his life- the Black Dragon clan, Mad Gear, and Shadaloo, at the very least, want his head. However, having these kinds of enemies can also make you a lot of friends- he's finally been invited to join Interpol, tasked with dealing with international criminal organizations. While folks like Chun-Li are concerned with Shadaloo, Tetsu's attention is currentlylaser-focused on Mad Gear and the Black Dragon Clan. The former is what has brought him to Kyodai City- the intention is to shut down the gang before they can gain too large a foothold in the city.
- Fighting Style Name & Description: Senegalese Folk Wrestling. The Senegalese form traditionally allows blows with the hands (frappe), the only one of the West African traditions to do so. Additionally, participants are allowed to touch the ground with their hands and knees, opening up many tactical options that surprise foes counting on the rules of Greco-Roman or Asian-styled wrestling traditions. Combined with the use of mystical talismans and rituals, users even have the ability to deal with supernatural powers like Ki or Soul Power.
- Special Techniques:
- Witchbuster- A technique used by superstitious ancestors to protect themselves from the powers of the various evil spellcasters they believed plagued them. Using their own spiritual power, the user counteracts incoming supernatural attacks such as Ki or Psycho Power, rendering them harmless as the user charges forward to grapple their foe.
- Chargebreaker- Essentially, it's a backfist with plenty of Super Armor, preventing him from being flung back while he uses it.
- Lion's Counter- Some people get it in their head to "use their foe's size against them." Oumar, however, has so much size, that such moves backfire horrendously as he simply lifts his foe off the ground using their own grapple.
- Super Techniques:
- Super Witchbuster- Coating his arms in purifying water, he rushes forward and traps the foe, locking legs around their neck and choking them out.
