EMP Stream Effects (tested):
Service bay healing is halted.
Jammers lose jamming ability.
Factory/Recycler buildings completely halt progress.
Unit and guntower weapons disabled.
Training facility dispensing of pilots is disabled.
Usability of relay bunkers/antenna disabled, player gets kicked out if using.
Scavengers cannot pick up loose.
Tugs cannot pick up or drop objects.
Scion craft cannot morph or unmorph.
Bombers cannot leave the bomber bay.
Image and thermal locking disabled.

Things it does NOT effect (tested):
VIR, SITE, and Red Field are not turned off.
Constructors are not delayed or stopped.
Service trucks are not disabled.
Power (including lungs) is not disabled.
APCs can still drop pilots.
Scion shields are not deactivated.
TAG swarmers will still fire if the leader round hits before being streamed.
Prox mines, flare mines, magnet mines unaffected.
Bombers can still reload.
Bombers can still drop bombs.
Extractors will still produce scrap.
Satchels are not paused.
