Christmas gift - alternative proposal

This proposal offers an alternative to proposal https://pastebin.com/2Vw2E1z3 for which different views have been expressed in the telegram channel. These proposals are mutually exclusive, meaning that if both pass only the one with the bigger number of votes will be applied. The budget from the other proposal will remain in the community escrow to be used later for different purposes.

The initial proposal introduces the Christmas gift of 1K SWIFT to all faithful SWIFT Masternode holders, under the condition that the address associated to the MN qualifies for SwiftRewards in the 9th snapshot. This new proposal removes this condition to offer the Christmas gift to all MasterNode holders regardless of their SwiftRewards eligibility status, which means that MN holders who moved their rewards for dumping or any other purpose will still receive the Christmas reward. The idea supporting this proposal is that anyone should be eligible for this reward regardless of the holding/spending strategy they see fit for their own SWIFT coins.
