  11. Let me preface by saying that I do not have any personal issues with Kunai. To be frank, I hardly know her. However, I feel it is imperative that I bring up some concerns with you. Attached are some inter-kingdom census records:

  17. ~Moved to Buya and joined Heavens - exact date unknown.

  25. ~At this point she appears to have been clanless but was
  26. active in the IMB. There are no census records at this time,
  27. but Ministry meeting notes place her here.

  29. ~By (( August of 2017 )), she was back in Nagnang and a
  30. member of the Silla clan.

  32. ~(( Five months later - just over a week ago )), she leaves
  33. Silla, moves to Buya, and joins Heavens the same day.

  37. I hope that you can see why I am troubled. Kunai appears to have something of a loyalty issue. She not only jumps from clan to clan -- but also from kingdom to kingdom. Given that she is reportedly a member of the Koguryo Spy Guild, this is doubly a cause for concern. She could very easily be leaking "intel" that she learns in our office.

  39. Another issue is her points total and current attempt to become an Affiliate of the Sovereign. Upon leaving Buya and taking up citizenship elsewhere, Kunai should have had her Ministry Praise taken from her -and- all of her points should have been reset. This is something that was always done -- even Councilors who earn tenure don't get to keep their points and brandings upon leaving Buya.

  41. All of her points -- save those she has earned since her return -- should be discarded. I would personally suggest a probation as well until we can be certain that she is loyal to the Empire. I would hate to think that she is stealing information, or that she plans on earning our highest honors before running off to the south once more. Of course, I will not press to issue too much. At the very least, her points should be reset.

  43. I hope that the irony of her submitting her "True Buyan" post for the Affiliate quest is not lost on anyone at this moment.
