I can also point out a few junk ones without disrespecting.....most of them are high on SEO packages list, just FYI
Now, I am not selling anything personally, so I can tell you my experience if you IM me.

Debatable Question. It depends upon a lot of factors. You need to test a lot of services to see which one works for you.
Because a lot of factors play a role here. Make sure you dont order cheap spammy links for tier 1 and top notch links for the tier 2 and below.
Analyze your site position and age, see which one will work and choose accordingly.

Bought 3 services.
1. Was as I expected, delivered what was advertised I've had no issues. Bought to provide a diverse backlink profile got what I paid for. Am happy.
2. Bought a social boosting service. That was OK nothing came from it, although I did see my ahref score improve that's all.
3. Well its a pay monthly PBN. It was OK - I'm 3 weeks into it, i think they got hit with that google update last week as I saw my one keyword tank from pos 26 to 60+ support and email has been poor to say the least as well as general communications - I'm not going to spend another month on it and a review will follow on the sellers thread. Maybe I should give it more time but for me it's been crap.
I've gone back to doing it all on my own back. I have my own PBN created now that seems to be working SLOWLY but for dropping money on here I don't think I'll do that any time soon, I've come to see the marketplace as a place to buy a service I'm to lazy to do myself.
If I start to consider a $200 service I sit back and give myself a mental slap and spend $200 of my own time doing that work myself.
All the answers have been on here just use the search bar. The people I have contacted with spending either $1000+ on domains or $500+ p.m on PBNS have all given me no pressure sales and loads of advice. BUT that is a different kind of marketplace spend I think so id expect a different kind of person and product..
If you got the money, find the right people and I think buying off here works. Anything else, in my opinion, is crap the one line feedback reviews of 'You are the man' or 'great as always' have an eBay feedback element from it and if I was to purchase anything on here again with them sort of "reviews" id use for Tier 3 ONLY. I've learned my lesson.
Even asking for content quotes the number of pressure sale messages you get is nothing short of desperation. I got your reply I don't need it sent to me another 3-5 times in a 15min window. IF your going to beg I'm not going to respect you and rather give my business to someone else.
