38. 8. At the evening of 12th of January, 2016 at approximately 22:30 hours, you are responding to a 911 call regarding a Traffic Collision at Mulholland parking lot on Financial Road, just outside Inside Track. The caller reported that the driver of the Cheetah is bleeding from his arm.
39.
40. Upon arrival you notice a dark blue Cheetah, plated 9VXB001, with a White male driver within it. You also spot a Red Buffalo, plated GARCIA3, situated south of the Cheetah on the pavement. Within it is found a White male driver. There is another White male north of the scene, on the sidewalk, holding his cellphone in hand. The weather seems pretty clear and there is no daylight but the street lights are working and traffic is flowing on an average rate.
44. 8a. Write a list of all the actions you would take upon arriving at a Traffic Collision scene below. Name them by the order of which you would take them.
45. <Answer here>
46.
47.
You question both drivers and the witness, and receive the following statements:
48.
49. Driver of the Cheetah:
Uh...I don't really know what happened. Actually.. I wanted to get out of the parking lot, but a cat popped up in front of me and I tried to avoid the collision but the worst happened. This guy didn't even try to slow down or something. He was speeding so damn bad. He's probably drunk or something because he didn't react at all.. I can't explain that.
50.
51. Driver of the Buffalo:
I was driving minding my own business then all of a sudden I saw this blue object sliding coming towards me. It took my g'damn head light out and damaged my hood.

52.
53. Witness:
My name is Daniel Swenson and I called 911 as soon as I saw the crash happening. I was just doing my daily jog when I heard a loud sound that sounded like a 'swish'. This Cheetah came out of the parking lot in a extremely high speed and just hit his brakes when he saw the Buffalo coming from Glen Park. Can you ticket the driver of the Cheetah, Officer? He's clearly an asshole for driving that fast in a parking lot.

54.
55. While interviewing both parties you find no signs of alcohol or recent drug use. You spot several bleeding scratches on Daniel Peers' face and arms from the glass shatters of the front windshield and you also spot a few bleeding scratches on Ryan Garcia's right arm as his car was hit from the right side.
56.
57. You also determine both drivers own their vehicles and have valid licenses, both of the drivers have had a few citations for speeding in the past.
58.
59. Upon inspecting of both vehicles, you realize that the right side of the Buffalo seems to be damaged as the hood is damaged at the front, the front right headlight is also broken. The front bumper of the Cheetah is completely wrecked and is laying on the ground.
60.
61. There is curvy marking (scuff mark) on the road leading to the Buffalo on the pavement indicating that it has been pushed there. There is also a skid mark starting about 140 feet / 42.5 meters inside the Mulholland parking lot and ending in the middle of the road at the exit of Mulholland parking lot. After measuring the marking and calculating the speed of the dark blue Cheetah, you determined it was driving at around 60 mp/h / 96 km/h.
62.
63. You check the CCTV camera on Vinewood Boulevard that shows a small part of the Mulholland parking lot and you would see a dark blue Cheetah going fast for a brief moment. But you do not see the actual crash on the CCTV.
64.
65. 8b. How do you conclude the scene? Who is at fault? What action(s) do you take, if any?
66. <Answer here.>
67.
68. 8c. Fill in a Traffic Collision Report using the details above. Make sure the report is filled up properly as this will have a significant influence on whether you pass the exam or not. Note: Since you're not actually on scene for this MVA, you don't have to fill in section 6 in the report.
