They want us to keep doing this '15 minute cool-down', when the initial negotiations stated we needed a 15 minute cool-down, with a 15 minute notification.
They simply ignored our notification timing

We're using the same current version that we had, not our older base.
They've been playing dirty in the war, and every time I'm trying to tell it to him, he acts brand new to the situation as if it was never done.

I suggested a rule to update our base for fairness to the other opponent side, if both forts are un-balanced. He wanted to remove the rule completely.
Even the initial posted war terms stated the things we asked him to do, and he never done it until you guys helped us out

We weren't trying to bribe Frost Clan money to fight in our war. It was actually something my Second in Command told me, as we've held little relations with Frost Clan, and we wanted to show our support to you guys as an allied clan. In which, it would show that we support you guys overall.

We asked Frost Clan's involvement in the war, because the three we had initially chosen was RAD, EDA, and BEAR. BEAR was going through their war, and gave us none support in the war as stated in the first initial FC Meeting. EDA had bad activity, and after speaking with the leader, he agreed that his clan was not at the state of support. We were left with RAD, and they were getting raided a lot on a everyday basis (3-4 times).

In which, the most support we've gotten within the war was from RAD, and just adding in as much as 3-4 soldiers to our raids. We asked FC, because it would alleviate better chances of support, and you guys knew our base fairly well too - not to bribe.

In some instances of aid, we've actually supported RAD before our own initial war with Revarian Forces. It helped them gain membership, and we were looking to find better ways to be diplomatic.

I mean, we didn't want to allow it be offensive to FC. I know FC can hold their own, and run a very good active base.
We just said we can give FC some funds to help as aid, because we've yet to hold any kind of joint events together as allies.
Because in our own diplomatic affairs, it's our duty to ensure we keep good connections and ties with all allies, and we're informed of our current relations with them and what's going on in that clan.

As stating about an 'incentive', the meaning I meant is aid. Not necessarily bribe.
It's in our own Field Manual that CAT members should never accept a bribe, whereas it'd be hypocritical if I were to do the actions.

I don't have the money to pay people to fight for us, when my own goal is to help CAT reach 10,000 members, as stated in our State of the Nation Address.
Perhaps I used a bad term to use when presenting the idea.
