You can see Mario walljumping onto it here: https://youtu.be/hhCcTeZCYcA?t=2864 so yes it can be done. It is a TAS video video, but maybe this strategy isn't seen in speedruns due to routing or the necessity of walljumping on the 1st frame each time.
