These commands will cause all players who break flags to secure them.

CURRENTLY THERE IS NO MINEBLOCK OBJECTIVE FOR BANNERS. THIS BE BUG. THIS BE FIXED.
/scorebooard objectives add TakeFlag stat.mineBlock.minecraft.banner
/gamerule doTileDrops false

/give @a[score_TakeFlag_min=1] minecraft:banner

/scoreboard players reset * TakeFlag

(This command puts the banner on the head of the carrier)
/replaceitem entity @a[score_Flag_min=1] slot.armor.head minecraft:banner
