Having read Dorner's manifesto, it seems all of this started with a report he made to LAPD Internal Affairs about a fellow officer kicking a suspect with excessive force during arrest.

Everything seemed to have spiraled down the drain after that, however, that was the incident that started the unfortunate chain of events which led to the manhunt.

That being the case, I find it unlikely that Dorner's first targets would have been the chief's daughter and her boyfriend. Assuming he did, in fact, go on a wild quest for revenge as has been reported, it's far more likely that his first target would have been the officer who he reported initially. Nobody is named in the manifesto so there probably is no way to be sure, but I'd be surprised to find out that this officer who Dorner had initially reported is dead.
