- Dear Property Manager, I am writing to formally request action regarding the escalating antisocial behavior of Tenant A, who resides in Unit 1 at [Address]. Tenant A’s behavior, as well as that of their flatmates and guests, has created a hostile, unsafe, and disruptive environment for the other residents of the property, including myself.
- Key Issues 1. Escalating Paranoia and Threatening Behavior Tenant A has repeatedly accused me of planting listening devices in their flat and hacking their network. Tenant A informed you, as the property manager, that they had reported these baseless claims to the police. In reality, there is only a 6- to 8-inch gap between floors, making such a space impossible. Despite this, Tenant A insists that this “crawlspace” must be investigated and has demanded access to my flat to carry out their investigation. Tenant A has also stated that they want to bring people they consider to be professional IT workers into my flat to examine my devices, further invading my privacy and demonstrating the extent of their paranoia. Tenant A’s invasive demands to access my flat and belongings are coupled with disruptive attempts to access the property’s interior structure, often accompanied by hammering noises at all hours of the day and night for months on end. Most disturbingly, on [Date], Tenant A sent me a recording of a conversation with Flatmate B, where a murder-suicide was discussed. I now believe that the threat in the recording was directed at me, as the person Tenant A believes is surveilling them. I suspect Tenant A sent this recording as an act of intimidation, further escalating the danger I feel living near them.
- 2. Excessive Noise and Aggressive Responses Tenant A and their flatmates frequently make excessive noise during the night, including loud banging and stomping. This occurs consistently throughout the early hours and severely disrupts my ability to sleep. When asked to reduce the noise, Tenant A and their flatmates, including Flatmate B and Flatmate C, responded aggressively. This hostile reaction has made it difficult to address these disruptions directly and contributed to the stressful environment in the property.
- 3. Flatmate B’s Behavior and Activities Transphobic Abuse and Harassment: Flatmate B repeatedly targeted me with transphobic abuse, including writing offensive statements such as “WHEN IS TRANZILLA MOVING IN???” on the walls of Tenant A’s flat. They frequently misgendered me, both verbally and in accusations made to the police. Trespassing and Criminal Activity: After being evicted, Flatmate B trespassed on the property multiple times. On [Date], they broke into the garage with a crowbar, leading to police involvement and a formal statement being made regarding their actions. Drug Use and Association: Flatmate B was involved in drug use on the property, often in collaboration with Tenant A and Flatmate C. Their presence further destabilized the property and contributed to the unsafe environment.
- 4. Observed Methamphetamine Use in Tenant A’s Flat I have been invited into Tenant A’s flat a handful of times recently and have noted the acrid, chemical smell consistent with methamphetamine use. This directly contributes to the unsafe and volatile conditions on the property and reflects Tenant A’s ongoing drug use, which they have admitted to in the past.
- 5. Past Issues with Flatmate D (2022) In 2022, Tenant A had a flatmate, Flatmate D, who was also aggressive and intimidating. Flatmate D made attempts to take over the property and was hostile toward other tenants. Tenant A received a five-day safety order from the police after exposing their genitals to Flatmate D’s partner while intoxicated. During this time, Tenant A was ordered to stay away from the property. The atmosphere created by Flatmate D and Tenant A during this period was tense and unsafe, adding to the pattern of ongoing antisocial behavior at the property.
- 6. Flatmate C’s Behavior Flatmate C was another flatmate of Tenant A’s who engaged in aggressive and retaliatory behavior. After I asked them to be quiet at night, they disabled the hot water in my flat for almost a week. Flatmate C was also a methamphetamine user who supplied drugs to both Tenant A and Flatmate B, further contributing to the unsafe and volatile environment on the property. On one occasion, Flatmate C followed my friend down the street in their car, intimidating them. This behavior was unsettling and inappropriate.
- 7. Frequent Presence of Strangers for Drug Use Tenant A has frequently allowed drug addicts to stay on the property, stating on several occasions over the years that these individuals are there for the purposes of shared drug use. This raises serious safety and security concerns for other tenants and contributes to the disruptive environment. Arguments, noise, and potentially unsafe activities frequently occur in and around the property.
- 8. Concerning Delusions and Risk to Animals Tenant A recently claimed they are being sent photos of themselves taken “from the perspective of local cats.” This alarming delusion risks them targeting vulnerable animals in the area, adding to the unsafe environment they create.
- Impact on Residents Tenant A’s ongoing behavior, coupled with the actions of their flatmates and guests, has created an environment of fear, hostility, and disruption for myself and other residents. The invasive demands to access my flat, attempts to bring strangers into my home, transphobic abuse and criminal activity by Flatmate B, retaliation by Flatmate C, consistent and disruptive noise levels at night, observed methamphetamine use in Tenant A’s flat, and the frequent presence of individuals on the property for drug use have made me feel unsafe in my own home. The recording of a murder-suicide threat, likely intended as intimidation, has significantly escalated my fear for my personal safety.
- Request for Action Given the severity of Tenant A’s behavior and its impact on other tenants, I formally request that you take immediate action to: 1. Initiate eviction proceedings against Tenant A for antisocial behavior, in accordance with Section 55A of the Residential Tenancies Act 1986. 2. Consider conducting a full safety review of the property, given the ongoing risks posed by Tenant A’s actions.
