  33. [12:30:07 PM] Acting Secretary C. Sörgel P.: The election of the Party Secretary is next. We have one candidate: Adam von Friedeck.
  34. [12:35:00 PM] Acting Secretary C. Sörgel P.: The Report on the Period under Review has been concluded.
  35. [12:35:55 PM] Acting Secretary C. Sörgel P.: Now we will hear the platform and ask questions of the candidate for the Party Secretaryship, Adam von Friedeck.
  36. [12:36:14 PM] Acting Secretary C. Sörgel P.: Comrade von Friedeck, would you like to speak on your platform?
  37. [12:36:30 PM] King Adam: Thank you, Mr. Acting Secretary.
  38. [12:37:14 PM] King Adam: My goals are twofold: to build Sandum democracy, and to continue the progress of the past year.
  39. [12:37:54 PM] King Adam: Earlier this year, I articulated my four Points for Progress, which were later expounded upon by the Honourable S8gm8.
  40. [12:38:03 PM] King Adam: These points are:
  41. [12:38:19 PM] King Adam:
  42. Make the Sôgmô more accountable to the Sandum people through the Party
  43. Democratize the Party by improving pluralism
  44. Use the Party to help incorporate new citizens into Sandum society
  45. Involve more citizens in cooperatives to help fulfill the 2015 Economic Goal
  46. [12:39:23 PM] King Adam: My platform, considering today's proposed changes, has changed only very slightly. I support the active role of the Party in Sandum democracy, but wish to use the position of Party Secretary to transfer power to the proposed Council of citizens.
  47. [12:41:05 PM] King Adam: To build democracy, I shalll make the Party more inclusive and active in advising the Office of the S8gm8. In addition, I shall promote and assist in the development of our direct democracy.
  48. [12:42:01 PM] King Adam: To continue past progress, I shall support the continued cultural endeavors of the Collegio Sacerdae and the S8gm8, and shall make the Party an active player in the development of the national economy through the cooperative system.
  49. [12:43:07 PM] King Adam: In all my actions, the needs of the people will guide me, for it is the Sandum citizens who own their fate.
  50. [12:43:34 PM] King Adam: I thank my comrades for their support, and am willing to hear any questions they may have.
  51. [12:43:48 PM] Acting Secretary C. Sörgel P.: Thank you, Comrade.
  52. [12:44:03 PM] Acting Secretary C. Sörgel P.: Do any citizens have questions?
  53. [12:45:14 PM] Acting Secretary C. Sörgel P.: Citizen Indurti just arrived and apologises for his lateness.
  54. [12:45:23 PM] Acting Secretary C. Sörgel P.: He is thinking of a question.
  55. [12:45:46 PM] Acting Secretary C. Sörgel P.: "What is the purpose of an economy on such a small scale?" Comrade von Friedeck, would you like to answer?
  56. [12:46:27 PM] King Adam: There are multiple purposes to a micronational economy, Citizen.
  57. [12:46:58 PM] King Adam: One is to build national identity through production in the name of our state.
  58. [12:47:35 PM] King Adam: Another is to become more self-sufficient. This is done by reducing reliance on external sources of food, handicrafts, and so forth.
  59. [12:48:30 PM] King Adam: An economy also provides services to the citizenry in a way that is both personalized and communal.
  60. [12:48:52 PM] King Adam: Finally, it is a source of cooperation with other states of our class.
  61. [12:49:26 PM] King Adam: The Saint Josephsburg Economic Pact, for example, of which Sandus is a member, has provided trade opportunities, but has also increased political and social cooperation between its member states.
  62. [12:50:23 PM] Acting Secretary C. Sörgel P.: Thank you, Comrade Candidate.
  63. [12:50:35 PM] Akhil Indurti: Thank You
  64. [12:50:43 PM] Acting Secretary C. Sörgel P.: I have one question.
  65. [12:50:47 PM] King Adam: Yes
  66. [12:51:39 PM] Acting Secretary C. Sörgel P.: How will you work to transfer power from the Party and the S8gm8 to the direct democratic council? In other words, what actions or behaviour will you take to encourage democracy and prevent autocracy?
  67. [12:53:07 PM] King Adam: I willl use my role to enforce the primacy of the popular will over the meritocratic Party and aristocratic Monarchy by mediating the Party's will with that of the people, and by ensuring the observance of the Council's decisions by the Office of the S8gm8
  68. [12:54:41 PM] King Adam: Furthermore, I will seek guidance from the Council in all major decisions.
  69. [12:54:53 PM] Acting Secretary C. Sörgel P.: Very well, thank you.
  70. [12:55:36 PM] Acting Secretary C. Sörgel P.: Are there any further questions?
  71. [12:56:32 PM] Akhil Indurti: I have one.
  72. [12:57:44 PM] Akhil Indurti: I understand that an economy such as ours needs to find its niche export to identify itself, but how will you promote our intellectual exports, such as research in academic areas. I feel that that is something which can very easily recognize Sandus and differentiate it.
  73. [12:58:45 PM] Acting Secretary C. Sörgel P.: Just to interject, after this question, we ought to move to vote.
  74. [12:59:28 PM] King Adam: Thank you, Citizens both.
  75. [1:00:32 PM] King Adam: When I visited Sandus in my capacity as King of Uberstadt, one topic of discussion with the S8gm8 was the establishment of a center for micrpatriology, or the academic study of micronations.
  76. [1:00:43 PM] King Adam: I wish to see this project to fruition.
  77. [1:01:10 PM] King Adam: Also, I wish to see a reactivation of the Collegio Sacerdae, especially in the area of research and publication on cultural topics.
  78. [1:01:44 PM] Acting Secretary C. Sörgel P.: Thank you, Comrade Candidate. Are you done?
  79. [1:01:52 PM] King Adam: I am
  80. [1:02:45 PM] Acting Secretary C. Sörgel P.: Unless there are other questions of great importance, I move we approve Comrade Adam von Friedeck as Party Secretary.
  81. [1:02:51 PM] Acting Secretary C. Sörgel P.: I vote aye.
  82. [1:03:00 PM] King Adam: Aye
  83. [1:03:28 PM] Akhil Indurti: Aye
  84. [1:03:52 PM] Acting Secretary C. Sörgel P.: Congratulations on your election, Comrade Secretary-elect.
  85. [1:04:07 PM] King Adam: Thank you, Comrades.
  86. [1:04:09 PM] Acting Secretary C. Sörgel P.: The vote has passed and you have been elected unanimously by acclamation.
  87. [1:04:34 PM] King Adam: I look forward to my service.
  88. [1:05:41 PM] Acting Secretary C. Sörgel P.: Next topic is legislative discussion.
  89. [1:05:49 PM] Acting Secretary C. Sörgel P.: Legislative Discussion includes discussing: (1) the «Building Democracy & the Council» Plan; (2) the Direction of the Economy; (3) Building the Sandum Culture; (4) Citizens’ Activity; and, (5) Citizens’ Concerns. Citizens’ Concerns include: (1) System of Values linked to the Sandum Philosophy; and, (2) Improved Socialisation of Sandum Values.
  90. [1:07:05 PM] Acting Secretary C. Sörgel P.: Since I am the initiator of the «Building Democracy & the Council» plan, I will speak on that plan.
  91. [1:07:13 PM] Acting Secretary C. Sörgel P.: You can find that plan here: http://sandus.org/central-peoples-government/policies-programs-and-projects-of-the-state/democracy-building-council/
  92. [1:09:20 PM] Acting Secretary C. Sörgel P.: There are seven major points:
  93. 1. Restore former Civila requirements (done)
  94. 2. Form the Kremlum Sandus State College into an education institution for Winter and Summer (done)
  95. 3. Devolve the Party from democratic power and create a Democratic Council (requires referendum)
  96. 4. Renew and Rebrand the Party.
  97. 5. Make requirements of Party Membrs
  98. 6. Establish monthly votes in the Council, and
  99. 7. Hold seasonal meetings of the Council
  100. [1:10:37 PM] Acting Secretary C. Sörgel P.: This Council would create for Sandus the third and final statal pole for the formation of our republic.
  101. [1:11:12 PM] Acting Secretary C. Sörgel P.: Republics require three poles between elements of monarchy, oligarchy or meritocracy, and democracy.
  102. [1:11:44 PM] King Adam: M. Acting-Secretary, which sense of a republic is used here?
  103. [1:11:51 PM] Acting Secretary C. Sörgel P.: A classical republic.
  104. [1:12:54 PM] Acting Secretary C. Sörgel P.: All classical republics, according to Polybius, a Greek historian from the 2nd century BCE, wrote a book in his "History" volumes on republics.
  105. [1:13:22 PM] Acting Secretary C. Sörgel P.: Let me prepare a few quotes for you, Comrade.
  106. [1:14:27 PM] Acting Secretary C. Sörgel P.: The three kinds of government that I spoke of above all shared in the control of the Roman state. And such fairness and propriety in all respects was shown in the use of these three elements for drawing up the constitution and in its subsequent administration p297that it was impossible even for a native to pronounce with certainty whether the whole system was aristocratic, democratic, or monarchical. This was indeed only natural. 12 For if one fixed one's eyes on the power of the consuls, the constitution seemed completely monarchical and royal; if on that of the senate it seemed again to be aristocratic; and when one looked at the power of the masses, it seemed clearly to be a democracy. 13 The parts of the state falling under the control of each element were and with a few modifications still are as follows.
  107. [1:14:54 PM] Acting Secretary C. Sörgel P.: http://www.mmdtkw.org/CNAf0731BreakingAnacyclosis.jpg
  108. [1:15:39 PM] Acting Secretary C. Sörgel P.: According to Polybius, there is a natural degeneration of political systems as a result of the differences between the three poles of political systems: monarchy, aristocracy, and democracy.
  109. [1:16:06 PM] Acting Secretary C. Sörgel P.: These three forms of government often degenerate into negative qualities: tyranny, oligarchy, and mobocracy.
  110. [1:16:50 PM] Acting Secretary C. Sörgel P.: According to Polybius, this cycle — called anacyclosis — is delayed by a republic, in which the three positive elements of those political systems are utilised.
  111. [1:17:19 PM] Acting Secretary C. Sörgel P.: In Sandus, we have the S8gm8, the Party, and - if this plan is approved by the Party - the Council.
  112. [1:17:39 PM] Acting Secretary C. Sörgel P.: http://permanentphase.files.wordpress.com/2012/12/cnaf0730polybiusanacyclosis.jpg
  113. [1:17:44 PM] Acting Secretary C. Sörgel P.: Does that answer your question?
  114. [1:18:52 PM] King Adam: Yes, thank you.
  115. [1:19:19 PM] Acting Secretary C. Sörgel P.: Are there any other questions about the plan?
  116. [1:19:51 PM] Acting Secretary C. Sörgel P.: If not, I have a question to ask the members assembled here.
  117. [1:20:05 PM] Akhil Indurti: I have one.
  118. [1:20:59 PM] Akhil Indurti: Are the seasonal meetings the only chances for discussions with the elected officials? I think it's great, but how much of a gap is there between the time of the monthly votes and the seasonal meetings?
  119. [1:22:07 PM] Acting Secretary C. Sörgel P.: The plan specifies that the Pagan holidays on the Wheel of the Year (Samhain, Yule, Imbolc, etc....) would be the days on which the Council would meet. There are 8 of those quarter and cross-quarter days, as they are called.
  120. [1:22:12 PM] Acting Secretary C. Sörgel P.: However, ...
  121. [1:22:40 PM] Acting Secretary C. Sörgel P.: The plan can also be amended to approve of meeting on the full moon. That would provide approximately 13 meetings in a 12-month year.
  122. [1:22:56 PM] Acting Secretary C. Sörgel P.: That way, the Council will meet more often.
  123. [1:22:58 PM] Akhil Indurti: Thank You
  124. [1:23:03 PM] Acting Secretary C. Sörgel P.: You're welcome.
  125. [1:23:37 PM] Acting Secretary C. Sörgel P.: And, actually, that was what I was going to ask the citizens assembled here: which meeting schedule is preferable? The Pagan Wheel of the Year or the Full Moons?
  126. [1:24:19 PM] King Adam: I am in favor of the full moon schedule. That gives the citizens a chance to meet in council more frequently, even if the amount of business per meeting is lesser.
  127. [1:25:08 PM] Akhil Indurti: How can we extend discussion to social media?
  128. [1:26:28 PM] Acting Secretary C. Sörgel P.: There is a State of Sandus facebook group, reserved specifically for Sandum citizens and closed to other micronationalists.
  129. [1:27:10 PM] Acting Secretary C. Sörgel P.: I believe that questions and legislative discussion can take place there, certainly, and I can also do more as S8gm8 to make sure that actions are discussed in public, in that group.
  130. [1:27:50 PM] King Adam: Which is more convenient for the most citizens? A Skype venue or Facebook?
  131. [1:28:45 PM] Acting Secretary C. Sörgel P.: I believe that Facebook would be best used for out-of-assembly conversations, but I believe that the Council should meet on Skype.
  132. [1:28:54 PM] Acting Secretary C. Sörgel P.: Or, we should find an alternative.
  133. [1:30:00 PM] Acting Secretary C. Sörgel P.: Does that sound acceptable?
  134. [1:30:11 PM] Acting Secretary C. Sörgel P.: Any objections to that?
  135. [1:30:44 PM] King Adam: One thought I have is that Facebook enables threaded conversation, which may be more convenient if there are availability issues during a live meeting on Skype.
  136. [1:31:18 PM] Acting Secretary C. Sörgel P.: And we do have a citizen who currently lives in Japan.
  137. [1:31:56 PM] King Adam: We could even create a separate Facebook group.
  138. [1:32:38 PM] Akhil Indurti: I actually like the idea of a threaded conversation. In fact, I have access to a medium called discourse, which is a rebuild of the forum from the ground up. Best of all, it is completely regulated by its citizens. http://www.discourse.org/
  139. [1:32:45 PM] Acting Secretary C. Sörgel P.: I believe we should also keep meetings to Skype, but (1) post transcripts and (2) hold votes in the Council through another medium, such as on a forum.
  140. [1:32:49 PM] Akhil Indurti: I can set one up for Sandus, if we need to.
  141. [1:33:10 PM] Akhil Indurti: Community Moderation is key
  142. [1:33:55 PM] Acting Secretary C. Sörgel P.: We can look into Discourse. Looking at it now, it may be an interesting addition to the Council.
  143. [1:34:38 PM] Acting Secretary C. Sörgel P.: Any further questions?
  144. [1:34:56 PM] Acting Secretary C. Sörgel P.: I have one comment.
  145. [1:35:16 PM] King Adam: I wonder why the meetings should remain on Skype.
  146. [1:35:44 PM] Acting Secretary C. Sörgel P.: You can disagree — we will vote on whether or not they should after legislative discussion is done.
  147. [1:36:03 PM] King Adam: One further question.
  148. [1:36:19 PM | Edited 1:36:25 PM] King Adam: Who would preside over meetings? Would we elect someone, or would the S8gm8 by default?
  149. [1:37:36 PM] Acting Secretary C. Sörgel P.: If we have a forum, we won't need a president.
  150. [1:37:42 PM] Akhil Indurti: In terms of mediation or moderation?
  151. [1:37:53 PM] Acting Secretary C. Sörgel P.: If we have a forum, we will need instead a moderator.
  152. [1:38:31 PM] Acting Secretary C. Sörgel P.: I think we ought to move to a forum and scrap the Skype meetings.
  153. [1:38:40 PM] Acting Secretary C. Sörgel P.: It will provide an equal opportunity to speak.
  154. [1:39:24 PM] Acting Secretary C. Sörgel P.: But, if we have a forum, I believe that there should be two moderators: the S8gm8 and an individul elected by the Council.
  155. [1:39:34 PM] King Adam: I support that idea.
  156. [1:42:48 PM] Akhil Indurti: I like that idea. I would like to say that because Discourse is built so intelligently, it will automatically assign different ranks/statuses in the forum for individuals who partake in it. Those different ranks allow people to influence posts in different ways. That makes quality discussion a lot easier, when the community itself has the opportunity to moderate itself
  157. [1:43:45 PM] King Adam: I disagree with that system for Sandus. We will be meeting as equals in the Council; elected mods are the best option.
  158. [1:44:00 PM] Acting Secretary C. Sörgel P.: I understand what Akhil means.
  159. [1:44:20 PM] Acting Secretary C. Sörgel P.: If we elect moderators now, it will be that - in the future - moderators will be slightly unnecessary.
  160. [1:44:39 PM] Acting Secretary C. Sörgel P.: They will still be elected, but the exercise of their power will become second place.
  161. [1:45:04 PM] Acting Secretary C. Sörgel P.: As the forum grows, it will need moderators to spur discussion, but in the future that won't be necessary.
  162. [1:45:40 PM] Acting Secretary C. Sörgel P.: Of course, there are exceptions: the moderators in the future will still be able to enforce restrictions on offensive language and other such things.
  163. [1:47:08 PM] Acting Secretary C. Sörgel P.: Unless there are other questions and comments, I think we should move on to the point on the direction of the economy.
  164. [1:48:51 PM] King Adam: Before we move on, I would just like to say that either a traditional forum or a Facebook group would be the most effective venue, in my opinion.
  165. [1:49:12 PM] Akhil Indurti: I agree
  166. [1:49:33 PM] Acting Secretary C. Sörgel P.: I will be right back.
  167. [1:51:16 PM] Akhil Indurti: I think Facebook is great for our situation, especially to gain traction for new citizens and socializing our output/successes as a nation. However, in terms of the technical aspects of navigating through posts, differentiating between topics, and moderation, the deep discussion may well take part on a forum. After all, the origin of the word forum is for just that.
  168. [1:53:08 PM] Akhil Indurti: They may in fact both come into use. It all depends on how things settle in over time. It is hard for us to say how others would like to interact on each medium. In fact, people may not want to take part in a forum because of their preconceived notions on what a forum is. However, discourse is completely rebuilt, and nothing like the current forums that were actually built about 20 years ago.
  169. [1:55:06 PM] Acting Secretary C. Sörgel P.: I just want to say that this Party Congress will approve the plan for the Council, but it's the first of three steps.
  170. [1:55:55 PM] Acting Secretary C. Sörgel P.: We will still have to ratify the plan at the Winter Solstice election in December 2014 and then we will have to put the Council into practice.
  171. [1:56:04 PM] Acting Secretary C. Sörgel P.: I believe we ought to move on.
  172. [1:57:00 PM] Acting Secretary C. Sörgel P.: This discussion can continue on the State of Sandus Facebook page, but we are half way through the allotted time for legislative discussion.
  173. [1:57:12 PM | Edited 1:57:13 PM] Acting Secretary C. Sörgel P.: Any objections on moving on?
  174. [1:57:22 PM] Akhil Indurti: No
  175. [1:57:50 PM] King Adam: None
  176. [1:58:19 PM] Acting Secretary C. Sörgel P.: The next topic is the direction of the economy and building the Sandum culture.
  177. [1:58:39 PM] King Adam: I move to split the topics.
  178. [1:58:45 PM] Acting Secretary C. Sörgel P.: Very well.
  179. [1:59:16 PM] Acting Secretary C. Sörgel P.: Comrade Secretary-elect, would you like to speak on the direction of the economy, as you discussed this in your platform?
  180. [2:01:04 PM] King Adam: I wish to see more citizens become engaged in the economy through participation in the cooperatives. This can be done by choosing items and methods of production which are attractive to the citizens, while still supporting national development.
  181. [2:01:42 PM] King Adam: I would like to see a greater emphasis on handicrafts, as those are easier projects than agriculture for a people with large distance between citizens, and more likely to be sellable abroad.
  182. [2:01:51 PM] King Adam: Improving agriculture would, of course, remain a goal.
  183. [2:02:45 PM] Acting Secretary C. Sörgel P.: And how do we all suggest we make citizens more engaged in the economy? And, likewise, should that engagement be open to non-full citizens, such as peregrae?
  184. [2:03:14 PM] King Adam: Naturally, all citizens should have the right to participate in cooperatives. That will be part of it.
  185. [2:03:46 PM] King Adam: We should identify the skillsets of all levels of citizen, so we can choose projects that use the skills of everyone who wishes to support the state.
  186. [2:04:24 PM] Acting Secretary C. Sörgel P.: I agree.
  187. [2:04:46 PM] Akhil Indurti: Who is choosing the projects?
  188. [2:05:10 PM] King Adam: I would say each cooperative, in accordance with the general guidance of the Council.
  189. [2:05:35 PM] Acting Secretary C. Sörgel P.: My comment is that the future democratic Council can increase the accountability of citizens.
  190. [2:05:59 PM] King Adam: So a gradual transfer of decision-making to the grassroots level.
  191. [2:06:05 PM] Acting Secretary C. Sörgel P.: And, likewise, Erganê Artisanal Cooperative can be a general economic cooperative for citizens' projects.
  192. [2:06:34 PM] King Adam: Tellus and Erganê are the only two economic cooperatives, correct?
  193. [2:06:37 PM] Acting Secretary C. Sörgel P.: Indeed.
  194. [2:07:41 PM] King Adam: I submit that Tellus have greater central regulation, as its production will likely remain centralized. Erganê can be used for projects by individual citizens as well as joint ventures by multiple citizens. Of course, it could also produce on a national scale, as Tellus does.
  195. [2:09:02 PM] Acting Secretary C. Sörgel P.: Those joint ventures could be "work-groups" in Erganê.
  196. [2:09:54 PM] King Adam: So is there consensus that handicrafts gain more attention?
  197. [2:10:23 PM] Acting Secretary C. Sörgel P.: Define handicrafts.
  198. [2:10:46 PM] King Adam: The artisanal things.
  199. [2:10:56 PM] Akhil Indurti: attention from who? We think handicrafts are more important?
  200. [2:11:03 PM] King Adam: Textiles, pottery, art
  201. [2:11:05 PM] Acting Secretary C. Sörgel P.: I believe that Erganê should be a general economic cooperative, a sort of catch-all.
  202. [2:11:11 PM] King Adam: What of its name?
  203. [2:11:26 PM] King Adam: [2:11 PM] Akhil Indurti:
  204.
  205. <<< attention from who?Everyone.
  206. [2:11:42 PM | Edited 2:11:50 PM] King Adam: [2:11 PM] Akhil Indurti:
  207.
  208. <<< We think handicrafts are more important? Not necessarily; just that they may prove more beneficial for more citiizens.
  209. [2:11:56 PM] Akhil Indurti: Okay.
  210. [2:12:18 PM] Acting Secretary C. Sörgel P.: Yes, because they are easier to do than growing food, haha.
  211. [2:12:33 PM] King Adam: Also, not as necessariliy centralized
  212. [2:12:58 PM] King Adam: I would like to note the potential role of international cooperation in both cooperatives.
  213. [2:13:09 PM] Acting Secretary C. Sörgel P.: Indeed, I've written down on my notes "Centralise Tellus, decentralise Erganê to work-groups (ventures & projects)."
  214. [2:13:37 PM] King Adam: SJEP imports could provide both ingredients for Tellus projects and material for crafts, as well as providing export opportunities to fill national coffers.
  215. [2:13:46 PM] Acting Secretary C. Sörgel P.: Indeed, that is true. Since Sandus is a SJEP member, we ought to do more with our fellow member-states.
  216. [2:14:28 PM] King Adam: Uberstadt is about to increase its dyed fiber production. If anyone in Sandus can knit or crochet, that could be one opportunity.
  217. [2:14:51 PM] King Adam: Austenasian North America is also preparing for greater foodstuff production, and Renasia sells, among other things, sumac.
  218. [2:15:15 PM] Acting Secretary C. Sörgel P.: That is true.
  219. [2:15:39 PM] Akhil Indurti: what about the output of academic research, in all areas?
  220. [2:15:41 PM] Acting Secretary C. Sörgel P.: How do we encourage our cooperation with the SJEP?
  221. [2:15:59 PM] Acting Secretary C. Sörgel P.: I actually have one recommendation there: replace me as SJEP delegate.
  222. [2:16:41 PM] Akhil Indurti: An individual has to do what's best for himself, AND the group. - an addendum to Adam Smith
  223. [2:17:06 PM] King Adam: Although productive, academic research is a different discussion, in my opinion; it is not purely an economic pursuit.
  224. [2:17:16 PM] Akhil Indurti: true
  225. [2:17:35 PM] Akhil Indurti: but neither is our current operating definition of economics either
  226. [2:17:38 PM] Acting Secretary C. Sörgel P.: I suggest another delegate to the SJEC is appointed.
  227. [2:17:53 PM] Acting Secretary C. Sörgel P.: Would anyone from this Congress wish to stand?
  228. [2:17:55 PM] King Adam: I could serve the role, if there are no other volunteers.
  229. [2:18:56 PM] Acting Secretary C. Sörgel P.: Very well, M. von Friedeck.
  230. [2:19:23 PM] Acting Secretary C. Sörgel P.: Any other comments on the economy?
  231. [2:19:35 PM] King Adam: Back to the academia issue
  232. [2:20:36 PM] King Adam: It is a different discussion because Sandus is such a strongly academic state, it requires its own discussion. Also, it provides no distinct products with utility on their own. Information industry is good, but our information deserves individual attention.
  233. [2:21:50 PM] Akhil Indurti: I understand. Thank You.
  234. [2:22:14 PM] Acting Secretary C. Sörgel P.: Any objections to moving on?
  235. [2:22:20 PM] King Adam: None here
  236. [2:22:41 PM] Akhil Indurti: Nope
  237. [2:22:42 PM] Acting Secretary C. Sörgel P.: Building the Sandum Culture.
  238. [2:23:02 PM] Acting Secretary C. Sörgel P.: As a part of this, I would like to say that I have announced that I will restore the Philia Fortnight reports.
  239. [2:23:36 PM] Acting Secretary C. Sörgel P.: For those who do not know, Philia is a policy that says that the main goal of Sandus to affirm and defend its independence is to do it by sociocultural means.
  240. [2:23:53 PM] Acting Secretary C. Sörgel P.: In the past, Philia Fortnights were biweekly reports on cultural developments in Sandus.
  241. [2:24:28 PM] Acting Secretary C. Sörgel P.: Are there other suggestions to building Sandum culture? Keep in mind that the Democratic Council can also take over part of this ongoing discussion in the future.
  242. [2:25:18 PM] King Adam: Handicrafts can also play a role here.
  243. [2:25:28 PM] King Adam: The fine arts, as well, if we have any artists.
  244. [2:25:31 PM] Acting Secretary C. Sörgel P.: Yes, with material culture.
  245. [2:26:15 PM] Acting Secretary C. Sörgel P.: But how to we encourage Sandum citizens to participate in culture?
  246. [2:26:39 PM] Acting Secretary C. Sörgel P.: I think this goes back to the economic discussions with the Council approving of economic projects: it can also approve cultural projects.
  247. [2:26:57 PM] Acting Secretary C. Sörgel P.: Indeed, we have a system in place to do this: the "leitourgía" program.
  248. [2:27:41 PM] Acting Secretary C. Sörgel P.: Leitourgíes (the plural) is ancient Greek for "liturgies" and refers to the specific cultural projects ancient Athenians had to do, and it gave them "timê" or 'honour'.
  249. [2:28:02 PM] Acting Secretary C. Sörgel P.: This term can be inflated for both economic and sociocultural work in Sandus.
  250. [2:28:03 PM] Acting Secretary C. Sörgel P.: Thoughts?
  251. [2:28:24 PM | Edited 2:28:28 PM] King Adam: So it would be a system of state endorsement of cultural endeavors.
  252. [2:29:11 PM] Acting Secretary C. Sörgel P.: Indeed.
  253. [2:29:31 PM] Acting Secretary C. Sörgel P.: And cultural "liturgies" can be covered by state money, possibly.
  254. [2:30:01 PM] King Adam: Income from exports would help cover that.
  255. [2:30:05 PM] Acting Secretary C. Sörgel P.: Indeed, exactly.
  256. [2:30:28 PM] King Adam: I support that idea.
  257. [2:31:25 PM] Acting Secretary C. Sörgel P.: Such liturgies can have specific artistic and cultural benefits — portraits of gods or heroes or the giving of scarves (example) to citizens.
  258. [2:32:06 PM] Acting Secretary C. Sörgel P.: And, thus, we also have the first item the Council can consider: how to raise state funds to cover economic production and cultural output.
  259. [2:32:08 PM] King Adam: Yes, I can see our philosophical/religious, economic, and artistic endeavors all being mutually supportive
  260. [2:33:09 PM] Acting Secretary C. Sörgel P.: Indeed.
  261. [2:33:46 PM] Acting Secretary C. Sörgel P.: Other questions or comments?
  262. [2:33:50 PM] Acting Secretary C. Sörgel P.: Otherwise, we can move on.
  263. [2:35:02 PM] Acting Secretary C. Sörgel P.: I suggest we move on.
  264. [2:35:23 PM] Acting Secretary C. Sörgel P.: Now, the next topic conlates with a topic of citizens' concerns.
  265. [2:35:46 PM] Acting Secretary C. Sörgel P.: For citizens' concerns, Citizen Indurti asked two topics be put up: (1) System of Values linked to the Sandum Philosophy; and, (2) Improved Socialisation of Sandum Values.
  266. [2:36:01 PM] Acting Secretary C. Sörgel P.: Comrade Indurti, would you like to speak on your topic?
  267. [2:36:09 PM | Edited 2:36:25 PM] Akhil Indurti: Yes I would
  268. [2:36:41 PM] Akhil Indurti: A set of values for Sandus is incredibly important. But I believe that a value system for any group of people can only be defined by the people themselves. Thus, Sandus is in the unique position where those who are not satisfied in their current mode of thinking in their larger state can offer their unique, individual perspective to contribute to this nation’s values. We are all building Sandus. I believe that the steps being taken by Uberstadt and the Sôgmô to create a direct democratic system are incredibly important for this state’s well-being.
  269. [2:37:03 PM | Removed 2:37:10 PM] Akhil Indurti: This message has been removed.
  270. [2:37:19 PM] Akhil Indurti: 1. A system of government/mode of society is neither constant nor a one-time thing. It is a nation’s job to change according to its citizens’ beliefs.
  271. [2:37:30 PM] Akhil Indurti: 2. Education is the root of all influence in social and ethical matters. It is every citizen’s job to take it upon themselves to self-educate. Creativity and the “freedom of thought”, without the fear to question the current system and propose changes. In fact, our nation could be much different if we need to adapt to a larger group of citizens and changes in ideology.
  272. [2:37:39 PM] Akhil Indurti: 3. We have to recognize that it is not the code of law that should govern ethics, it is the ethics that should influence the code of law. That is the only way to keep our democracy pure.
  273. [2:37:47 PM] Akhil Indurti: 4. Finally, the only foundational beliefs I think Sandus should hold would be those regarding the direct democracy, and the emphasis on education/academia. I think it is fantastic that we are trying to create exports in the economy, and establish a college. All of this should fall into place to not manufacture citizens, but to allow citizens to think freely and creatively. After all, it is not very difficult for another nation to create the same physical exports, but to foster the same intellectual exports is a whole different thing. That is something that is very hard to replace, because those intellectuals could only exist in the State of Sandus. Just imagine if we had discoveries and studies done in the name of our nation. That’s what I plan to do with all of my mathematical publications.
  274. [2:40:27 PM | Edited 2:40:30 PM] Akhil Indurti: But I do understand that physical exports are important as well. That is why we remain true to our academic side, while exploring the concept of a trade economy
  275. [2:41:12 PM] Akhil Indurti: Nothing I have said here is something that we take an action on. It is purely an "ideological constitution"
  276. [2:41:32 PM] Acting Secretary C. Sörgel P.: In terms of Sandus, we have our national philosophy.
  277. [2:41:54 PM] Acting Secretary C. Sörgel P.: That is, albeit, cultural. In terms of law, all Sandum citizens have the right of conscience and to think freely.
  278. [2:42:18 PM] Acting Secretary C. Sörgel P.: Our philosophy is tripartite: Buddhism, Socialism, and "Sancta" or a miscellaneous category.
  279. [2:42:44 PM] Acting Secretary C. Sörgel P.: I believe your suggestions here speak to "Sancta", that Sandus should focus on academic benefits to our culture and society.
  280. [2:43:17 PM] Acting Secretary C. Sörgel P.: And that, as well, we ought to educate and socialise citizens on our national philosophy better.
  281. [2:43:20 PM] Acting Secretary C. Sörgel P.: Is this true?
  282. [2:44:03 PM] Acting Secretary C. Sörgel P.: As for the constitution and system of our government, it is very fluid. Sandus has always had a very fluid constitution since April 2011, and this Congress is testament to it.
  283. [2:44:09 PM] Akhil Indurti: Yes, but all the while encouraging them to question. Even the U.S. does not do that well. Where people are taught to question, they are taught to improve
  284. [2:44:25 PM] Akhil Indurti: I agree
  285. [2:44:48 PM] Acting Secretary C. Sörgel P.: I see. So, you are saying to teach citizens about philosophy yet to think critically about it as well?
  286. [2:45:43 PM] Akhil Indurti: Quite the problem yes. Basically to teach them the historical and social motivations behind our philosophy, but to have them think about improving as well. Recall my addendum to Adam Smith above. :)
  287. [2:46:01 PM] King Adam: I think everyone will assess it without encouragement.
  288. [2:46:22 PM] King Adam: In other words, no need to devote resources to tell people to do something they already do.
  289. [2:46:36 PM] King Adam: We are, after all, essentially a state of activists.
  290. [2:46:42 PM] Acting Secretary C. Sörgel P.: But I think Akhil is right: more ought to be done to encourage discussions and critiques of Sandum culture and philosophy.
  291. [2:46:44 PM | Edited 2:46:58 PM] Acting Secretary C. Sörgel P.: [2:46 PM] King Adam:
  292.
  293. <<< We are, after all, essentially a state of activists.Hear, hear!
  294. [2:47:00 PM] King Adam: The institutions will play a role in this.
  295. [2:47:07 PM] King Adam: Collegio, etc.
  296. [2:47:28 PM] Akhil Indurti: No resources necessary. Simply to foster discussion and think about the way we phrase questions/statements. Basically to avoid the "pedagogy of the oppressed"
  297. [2:47:36 PM] Akhil Indurti: I agree. It will surely help
  298. [2:47:59 PM] Acting Secretary C. Sörgel P.: The Collegio can take a role in this.
  299. [2:48:10 PM] King Adam: Providing the academic platforms will make this all happen naturally.
  300. [2:48:21 PM] Acting Secretary C. Sörgel P.: But what action can the Party and the People take to transform the Collegio so that this does happen?
  301. [2:49:20 PM] King Adam: We once had an event where all members submitted a paper. More events like that would help. Some kind of bimonthly publication could create discourse, conversation between authors.
  302. [2:49:36 PM] Acting Secretary C. Sörgel P.: Should the Collegio meet on the days of the Wheel of the Year to discuss these philosophical topics?
  303. [2:49:50 PM] Akhil Indurti: Yes
  304. [2:50:18 PM] King Adam: Yes
  305. [2:50:28 PM] King Adam: As well as through articles continuously
  306. [2:50:50 PM] Acting Secretary C. Sörgel P.: And should the Collegio organise biannual paper readings, like the Saturnalia of 2012 and possibly for the Vestalia as well?
  307. [2:51:10 PM] King Adam: Biannaul or semiannual?
  308. [2:51:24 PM] Acting Secretary C. Sörgel P.: How do we encourage people to discuss cultural topics on Sacerdotium, the Collegio's journal?
  309. [2:51:46 PM] Acting Secretary C. Sörgel P.: Biannual might be best.
  310. [2:52:02 PM] King Adam: Maybe providing something special for active members of the Collegio, like ceremonial garb.
  311. [2:52:06 PM] King Adam: I vote annual.
  312. [2:53:01 PM] Acting Secretary C. Sörgel P.: Hm...
  313. [2:53:09 PM] Acting Secretary C. Sörgel P.: Good idea, for a liturgy.
  314. [2:53:41 PM] King Adam: Like your scarf idea, suggested this summer, but something more appropriate for the Flamens. Some kind of stole, perhaps.
  315. [2:54:24 PM] Acting Secretary C. Sörgel P.: Indeed.
  316. [2:54:53 PM] King Adam: Maybe publish three papers, get a stole.
  317. [2:55:50 PM] Acting Secretary C. Sörgel P.: I like that!
  318. [2:56:11 PM] Acting Secretary C. Sörgel P.: And another thing for the Council to discuss in the future: a Sandum meritocratic system, such as Renasia's.
  319. [2:56:24 PM] King Adam: Indeed. That is worth discussing.
  320. [2:57:04 PM] Acting Secretary C. Sörgel P.: And that will also solve the problem of citizens' activity coupled with this section.
  321. [2:57:19 PM] Acting Secretary C. Sörgel P.: Any other comments and motions to add before we move on?
  322. [2:58:27 PM] Akhil Indurti: No
  323. [2:58:40 PM] Acting Secretary C. Sörgel P.: Any objections to moving on?
  324. [2:59:10 PM] King Adam: No
  325. [3:00:17 PM] Acting Secretary C. Sörgel P.: So, moving on.
  326. [3:00:54 PM] Acting Secretary C. Sörgel P.: The last thing I want to discuss on legislative discussion, moving into the new Secretary's plans and proposals for the next half hour, is a comment I had wanted to make on the Council plan.
  327. [3:01:06 PM] Acting Secretary C. Sörgel P.: In the Council plan, I specified that the Party should be rebranded.
  328. [3:01:45 PM] Acting Secretary C. Sörgel P.: This has been discussed for many months.
  329. [3:02:43 PM] Acting Secretary C. Sörgel P.: I believe it best if the Party vote to change its official name from "Citizens' Communist Party" to "Citizens' Party of Sandus," remove references to Communism in the Party, and to encourage itself as a general Leftist yet entirely Socialist party for the State of Sandus.
  330. [3:02:47 PM] Acting Secretary C. Sörgel P.: Thoughts?
  331. [3:03:34 PM] Akhil Indurti: Aye
  332. [3:03:44 PM] King Adam: Aye
  333. [3:04:02 PM] Acting Secretary C. Sörgel P.: Aye.
  334. [3:04:27 PM] Acting Secretary C. Sörgel P.: The Party shall now be called the Citizens' Party of Sandus.
  335. [3:05:50 PM] Acting Secretary C. Sörgel P.: Comrade Secretary-elect, would you like to discuss your future plans, proposals, and vision for the Party in the next year under your term?
  336. [3:06:46 PM] King Adam: First, would the Acting Secretary like to change the title of this room?
  337. [3:07:51 PM] *** Acting Secretary C. Sörgel P. has changed the conversation topic to "Citizens' Party of Sandus :: Party Congress and Conference" ***
  338. [3:08:02 PM] Acting Secretary C. Sörgel P.: Done.
  339. [3:08:03 PM] King Adam: Thank you.
  340. [3:08:46 PM] King Adam: My plans are just as I presented them earlier: Use my position to place more power in the hands of the Council through delegation and consultation.
  341. [3:09:14 PM] King Adam: I consider the economy a priority for the cultivation of national culture and identity, and wish to improve our ties with other SJEP states.
  342. [3:09:28 PM] King Adam: I wish to increase cooperation with the Sociliva states in economic and cultural fields.
  343. [3:09:59 PM] King Adam: This will, of course, be in large part the province of the S8gm8, but I shall do my best to see that these ideas move forward.
  344. [3:10:09 PM] King Adam: What thoughts do the people have on what they would like me to do for them?
  345. [3:11:05 PM] King Adam: Reactivating all cooperatives, including the academic ones, will also be a focus.
  346. [3:11:56 PM] Acting Secretary C. Sörgel P.: How will you encourage membership in the Party, since the Party will have its democratic functions removed?
  347. [3:14:59 PM] King Adam: The Party will be a place for the most highly-motivated citizens, where they may create proposals to put before the Council and will advise the S8gm8. It would act as a cabinet of sorts, in my reckoning. To encourage membership, I wish to begin right away with creating posts within the Party to fill these several roles.
  348. [3:15:46 PM] Acting Secretary C. Sörgel P.: Wonderful.
  349. [3:16:07 PM] Acting Secretary C. Sörgel P.: And I will also transfer ownership and administration of the former CCPS Facebook page to you.
  350. [3:17:43 PM] Acting Secretary C. Sörgel P.: How will Party governance take place under your Secretaryship?
  351. [3:18:33 PM] King Adam: I intend to consult the Party membership in all things, so I answer to their will.
  352. [3:18:49 PM | Edited 3:19:22 PM] Acting Secretary C. Sörgel P.: And since, in the future, all Sandum citizens will no longer be Party members, what sort of requirements will members have for membership?
  353. [3:21:37 PM] King Adam: That will be up to current membership to decide, but I support a vote of the existing Party members on any citizen who wishes to join.
  354. [3:22:22 PM] Acting Secretary C. Sörgel P.: Good idea.
  355. [3:22:45 PM] Akhil Indurti: Okay.
  356. [3:23:00 PM] Acting Secretary C. Sörgel P.: Will there be a basic activity requirement for Party members and a disciplinary organ?
  357. [3:24:49 PM] King Adam: I am not in favor of party discipline in the ideological sense, but should any member disrupt the function of the Party, they could be expelled by a vote.
  358. [3:25:04 PM] King Adam: As for an activity requirement, I would simply say paying any required taxes.
  359. [3:25:26 PM] Acting Secretary C. Sörgel P.: I agree.
  360. [3:26:34 PM] Acting Secretary C. Sörgel P.: Any other proposals, Secretary-elect?
  361. [3:26:42 PM] King Adam: Not at this time.
  362. [3:29:16 PM] Acting Secretary C. Sörgel P.: Very well.
  363. [3:29:26 PM] Acting Secretary C. Sörgel P.: Let us move on to voting on the suggestions we discussed today.
  364. [3:29:40 PM] Acting Secretary C. Sörgel P.: This section is not for discussion, but merely voting.
  365. [3:30:09 PM] Acting Secretary C. Sörgel P.: Simple majority is necessary for an action that we reached consensus on to be ratified.
  366. [3:30:20 PM] Acting Secretary C. Sörgel P.: I have taken notes.
  367. [3:30:54 PM] Acting Secretary C. Sörgel P.: Aye for support, nay for opposition, and abstaining for not voting are the three options, as a reminder.
  368. [3:31:12 PM] Acting Secretary C. Sörgel P.: Motion: the Party approves the «Building Democracy & the Council» plan.
  369. [3:31:14 PM] Acting Secretary C. Sörgel P.: Aye.
  370. [3:31:18 PM] King Adam: Aye
  371. [3:31:35 PM] Akhil Indurti: Aye
  372. [3:31:49 PM] Acting Secretary C. Sörgel P.: Motion: the Council should meet on the Full Moons.
  373. [3:31:52 PM] Acting Secretary C. Sörgel P.: Aye.
  374. [3:32:10 PM] Akhil Indurti: Aye
  375. [3:32:45 PM] King Adam: Aye
  376. [3:33:21 PM] Acting Secretary C. Sörgel P.: Motion: the Council will move to a forum.
  377. [3:33:22 PM] Acting Secretary C. Sörgel P.: Aye.
  378. [3:33:53 PM] King Adam: Aye
  379. [3:34:12 PM] Akhil Indurti: Aye. Forum for discussion/publication.
  380. [3:34:40 PM] Acting Secretary C. Sörgel P.: Motion: Moderators shall be voted on by the Council with terms determined by the Council.
  381. [3:34:44 PM] Acting Secretary C. Sörgel P.: Aye.
  382. [3:34:53 PM] Akhil Indurti: Aye
  383. [3:35:02 PM] King Adam: Aye
  384. [3:36:13 PM] Acting Secretary C. Sörgel P.: Motion: the upcoming 2014 Winter Solstice elections will decide on what forum platforum Sandus will use.
  385. [3:36:14 PM] Acting Secretary C. Sörgel P.: Aye.
  386. [3:36:20 PM] King Adam: Aye
  387. [3:36:25 PM] Akhil Indurti: Aye
  388. [3:36:58 PM] Acting Secretary C. Sörgel P.: Motion: the Party supports a measure to keep Tellus centralised but to decentralise the running of Erganê to work groups.
  389. [3:37:00 PM] Acting Secretary C. Sörgel P.: Aye.
  390. [3:37:03 PM] King Adam: Aye
  391. [3:37:26 PM] Akhil Indurti: Aye
  392. [3:38:20 PM] Acting Secretary C. Sörgel P.: Motion: the Party approves the plan to work more closely with the SJEP and votes to approve the appointment of Adam von Friedeck as the Sandum delegate.
  393. [3:38:22 PM] Acting Secretary C. Sörgel P.: Aye.
  394. [3:38:32 PM | Edited 3:38:35 PM] Akhil Indurti: Aye
  395. [3:38:39 PM] King Adam: Aye
  396. [3:39:35 PM] Acting Secretary C. Sörgel P.: Motion: the Party approves the plan for the Council to have power to discuss and promulgate 'leitourgíes,' or economic/sociocultural liturgies.
  397. [3:39:36 PM] Acting Secretary C. Sörgel P.: Aye.
  398. [3:40:39 PM] Akhil Indurti: Aye
  399. [3:40:51 PM] King Adam: Aye
  400. [3:41:31 PM] Acting Secretary C. Sörgel P.: Motion: the Council should discuss raising money for the State treasury to cover the cost of liturgies and cooperatives when it first meets.
  401. [3:41:33 PM] Acting Secretary C. Sörgel P.: Aye.
  402. [3:41:41 PM] King Adam: Aye
  403. [3:42:12 PM] Akhil Indurti: Aye
  404. [3:42:48 PM] Acting Secretary C. Sörgel P.: Motion: the Party instructs the Collegio to have meetings at regular times.
  405. [3:42:52 PM] Acting Secretary C. Sörgel P.: Aye.
  406. [3:42:53 PM] Akhil Indurti: AYE
  407. [3:43:14 PM] King Adam: Aye
  408. [3:43:48 PM] Acting Secretary C. Sörgel P.: Motion: the Party instructs the Collegio to prepare papers for the Saturnalia and Vestalia.
