  19. Well, Google will know this as well and everyone else ranking in that country has the same issue. So it's not a problem I don't think.
  20. Yes, but you will have to forgo your desire to stay away from fake accounts. These will be essential to maintaining a safe PBN in this scenario. I do this for normal PBNs anyway, it's important to mix everything up.
