National Battle Affiliation Rules:  The following rules are those that are NOT up for discussion. These 5 rules are written in stone; they will be staying and applying to all battles, no matter what.

 1) UCL Draft Rules: everyone picks 3 OU, 3 UU, 3 RU, and 3 NU/PU Pokemon, for a total of 12 pokemon, no more, no less.  There will be no draft picks made from the Uber tier.  No Mascot/Franchise pokemon will be allowed for this season.

2) This will be a singles, 6v6 battle league.  The rules of each battle are the standard rules that the smogon community abides by in the OU tier.  For a more detailed explanation, please visit http://www.smogon.com/xy/articles/clauses

3) The tiers are determined by smogon rules.  Whatever tier a pokemon is in on the hour of the draft is the tier it will be placed in for the duration of this league.  The following pokemon, abilities, items, and strategies are exceptions to this rule:  -Mega Metagross is considered UBER. -Hoopa-Unbound is considered UBER.   -Shadow Tag is PERMITTED in this league and is considered an OU ability -Drizzle is considered an OU ability -Drought is considered an OU ability. -Swagger is BANNED -Baton Pass + Speed Boost is BANNED
-You may not baton pass Speed along with another stat boost.  E.G., no rock polish + swords dance. -Sand Veil + Sand Stream combination is BANNED.  Either ability is allowed on its own. -Snow Cloak + Snow Warning combination is BANNED.  Either ability is allowed on its own.
3a) If a pokemon is in a low tier, but it has an ability, move, or other aspect that would put it in a higher tier, this league will categorize that pokemon as being in the higher tier.  -Ex: Politoed is normally in the PU tier.  However, it gets access to Drizzle, which is an OU ability.  This combination makes Politoed an OU pokemon.  Even if you opt not to use Drizzle on Politoed, it still takes one of your OU team slots. -This applies to all controversial Uber pokemon as well.  For example: Some leagues consider Greninja and Blaziken as UU and RU respectively.  However, because they are identified as Uber to smogon due to protean/speed boost, they will be treated as Uber for this league.  Landorus-I and Aegislash are also considered Uber.  Basically, if it’s Uber on the smogon website, it’s banned. No exceptions.

4) Pokemon in any of the BL classifications will be treated as if they are in the tier directly above them.  This means that BL pokemon are considered OU, BL2 mons are UU and so on.  No exceptions.

5) When drafting, if applicable, you must identify if you are drafting the Base Form of that pokemon or its Mega Evolution.
	-You are not required to draft a mega on your team.  If you do, you must clearly state that it is your mega and it must be identified to the rest of the league at all times on the spreadsheet.

The Grace period begins now.  During this time, everyone can decide if they want to remain in the league or drop out.  Also, the following 6 rules are up for discussion and will be voted upon at the end of the grace period.

1)	The draft will take place on Sunday, May 1, at 9 AM PST.  If you are not sure what time that is for you, click here: http://www.timeanddate.com/worldclock/converter.html  2) As per UCL rules, a trainer must identify which pokemon is drafted as his mega. That pokemon will count as one of the three picks for its respective tier.  Ex: Drafting Mega Ampharos will use a trainer’s UU slot.  An identified mega is not required to Mega-Evolve within the course of a battle.  An identified mega is not required to carry its mega stone.

3) The base form and the Mega Evolution of a pokemon are treated as two separate pokemon, but both cannot be drafted onto the same team.  That means that if a coach X drafts Mega Sharpedo, Coach Y may still draft Sharpedo.  However, if coach 1 drafts Sharpedo, they are ineligible to draft Mega Sharpedo.

4) All Battles must be completed within one week of the start of the current week.  The remaining 12 hours of the week is considered the Backcourt.  Battles may take place during this time, with certain provisions, explained below.  Example:
Week 2 started Monday at 1 PM PST.  The backcourt time will begin the following Sunday at 1 AM PST (12 hours prior).

5) If a trainer fails to start his battle within the approved time, he forfeits a 3-0 victory to his opponent.
However, if both trainers scheduled a battle in the Backcourt, AND if both players show minimal effort in getting their battle completed, then the one who was online at a time closest to the scheduled battle will receive a 1-0 victory.  The reason why it is a 1-0 instead of a 3-0 is because both of you were still pushing the clock too close and not showing enough activity for the rest of the league to be comfortable.  It is up to the remaining players in the league as a group to decide if your effort deserves a 1-0 or a 3-0.

6) In the event of a tie, the league will consider it a draw.  If this happens, both players will receive a 0-0 for their differentials, and any kills/deaths from that battle will be invalid.  In order to determine a winner, the trainers will face-off in a 3 on 3 Moody Metronome battle, where both trainers will have 3 Bidoofs, each with the ability Moody, and each having 4 moves, all being Metronome.
