  3. Section One: Preamble
  4. We the towns of the Wind Pact for to establish a lasting union,
  5. Preserve justice and ensure social peace,
  6. Instill commerce and provide common defense,
  7. Hereby ordain this Constitution for the
  8. Wind Pact alliance of towns, everlasting, peaceful and mighty.

  11. Section Two: Establishment of Government
  12. Article I:
  13. The government presiding over the towns of the Wind Pact is to be a Bureaucratic Republic
  14. Article II:
  15. Each town of the Wind Pact is to appoint three representative bureaucrats by whatever means are required, and to rank each of the towns’ leaders as a President. These positions exist solely in the Wind Pact council, and do not affect any town's preexisting government.

  17. These bureaucrats and the Presidents are to meet in monthly council at the Capitol.
  18. Article IV:
  19. The Capitol/Headquarters of the Wind Pact are to be established in the town of Drakonis. (Address: One Rider Court, Sky District, Drakonis)

  22. Section Three: Rights of the Citizens
  23. I. All citizens have the right to bear arms.
  24. Ib. The right to arm bears is also granted.
  25. II. All citizens, when convicted of a crime, have the right to a fair trial.
  26. III. All citizens have the right to free speech and press.
  27. IV. All citizens have the right to trade freely without limits’
  28. V. All citizens have the right to know what the government’s doing.
  29. Section Four: Economics
  30. Article I:
  31. All towns of the Wind Pact are to use the currency standard established by Pirate Port.
  32. Article II:
  33. There is to be no tax or tariff on citizens for property, or on any sort of barter or trade not taking place in a place of commercial business.
  34. Article III:
  35. The tax placed on businesses is to be no more than 1/8 of their total profits, collected monthly, on the last day of each month.
  36. Article IV:
  37. A treasury for the storage of national funds is to be established in Drakonis, an addition to the Drakonis Bank on Three South Spine Road, Lair District, Drakonis

  40. Section Five: Court Procedures.
  41. Article I:
  42. The courts of the towns are to recognize four broad types of crimes, with varying severity:
  43. -Griefing (Petty, Minor, Major, Severe)
  44. -Theft (Petty-Grand)
  45. -Unlawful Conduct (In which the severity of a crime depends on the rule)
  46. -Disorderly Behavior (Minor, Major, Severe)
  47. Article II:
  48. Depending on the severity of a crime, and after the trial, one of four punishments may be indicted:
  49. -Court Warning, in which a mark goes on the resident's criminal record, and the resident is placed on probation
  50. -Server Warning, in which a trusted /warns.
  51. -Town Banishment, in which a resident is expelled from the town, with 24 hours from midnight EST the day the order is issued to move out, then a /modreq.
  52. -Staff Involvement, in which we /modreq and further action is taken.
  53. Article III:
  54. A fine may be imposed on a citizen which would lessen the severity of the crime being tried for.
  55. Article IV:
  56. If the court imposes a probation on a citizen, any crime commited by the citizen during the probation period counts as 1 level more severe when on trial than when one commits the crime not on probation.

  58. If a resident gets banished from any town in the Wind Pact, said citizen is banned from ALL towns in the Pact.

  61. Section Six: War and Military
  62. Article I:
  63. In the unfortunate case of a war arising against one town in the Wind Pact, all towns of the Pact will come to its defense.
  64. Article II:
  65. No one town of the Wind Pact may amass an individual army larger than that of the other towns.
  66. Article III:
  67. Under no circumstances is any town in the Wind Pact to attack any other town, member of the Pact or no, unless in retaliation to an attack on their own soil.
