Raikou Setup with new manips

There are new crystal manips for totodile, route 29, post mikey and route 32 that all require day time and frame type 6 to work properly. We dont yet have a new Raikou manip so we have to do the current manip for now which requires night time. Here are the steps to making this happen.
Do LID manip(must redo this when start second timer hits around 15-20 minutes)
Do start second 0, frame type 6, stereo, choose the girl and set the clock to 5:13-5:16pm
Do the 2 frame FFFF/FFEF Totodile manip
Do route 29 manip
Do route 29 manip again
Do post mikey manip
Do route 32 manip
Hop the ledge after kurt when leaving his house both times

Now assuming you didnt waste any steps due to execution, perfect step count is 214.That number assumes no wasted steps, perfect squirtbottle girl(usually lose 4 steps here), perfect magnet girl(usually lose 2 steps here) and no spinner hits(hitting spinners saves 1 step(russell isnt included for this))

After passing Greg and going into ecruteak if your step count is less than 229 youre completely fine for raikou manip, if you are above 228 then you need to get to step count 243(you can only waste an even number of steps btw(2, 4, 6, 8, 10 etc). If cant get to 243 because your step count is for example 230 then you need to go to step count 250 so waste 20 steps

229-242, 244, 246, 248, 254, 255 are bad step counts

You must go left 3 tiles in burned tower then use repel

After defeating Rival 3 and dog cutscene is over, walk down 1 step and waste 2 steps on bike outside(can walk down 3 instead to be safe)

When you get to the Raikou save spot switch to frame type 1 then save and do the manip and youre good
