Q: What are you playing on, it is emulator?

Q: What is All Obtainable Legends?
A: I obtain/catch all the legendary pokemon available in Heart Gold

Q: Why Heart Gold over Soul Silver?
A: I have done this run on Soul Silver https://www.youtube.com/watch?v=YCP2lOVxkMI so I wanted to try Heart Gold also

Q: What are the Obtainable legends?
A: Raikou, Entei, Suicune, Lugia, Ho-oh, Articuno, Zapdos, Moltres, Mewtwo, Latias and Kyorge (Latios and Groudon For SS)

Q: What about Rayquaza, Dialga, Palkia, Giratina, Groudon and Latios?
A: Getting these would require an event pokemon or trading. So All of these are unobtainable without a Soul Silver cart or trading so Ill only be catching the ones you can get without an event or trading See https://www.serebii.net/heartgoldsoulsilver/legends.shtml for more info how to get these pokemon.

Q: Ok thats cool and all how the heck do you plan to catch the 11 listed?
A: 3 masterballs one for raikou which is the main pokemon and one for entei and one for Latias the other 8 is T-Wave and dusk ball strats!

Q: Will you use RNG Manip?
A: Yes but only for a 2nd  and 3rd masterball I wont reset over movement errors at the start

Q: Can you manip more then 2 masterballs?
A: The short answer is no

The long answer is that the lottery number is determined from the daily RNG, which is seeded at new game and advances every time the clock hits midnight (*). This means that you need a seed whose immediately next frames give a LID win, and each of those is a n/65536 chance, if you have n TIDs available. Even if you get say Rocky, Kenya, Muscle, Billy and Shuckie, and are willing to accept up to 10 days advancements, the chance to win
- at least 1 time is 1 - (65530/65536)^10, or 1 in 1092,
- at least 2 times is 1 - (65530/65536)^10 - 10·6·65530^9/65536^10, or 1 in 37 million,
- at least 3 times is 1 - (65530/65536)^10 - 10·6·65530^9/65536^10 - 45·36·65530^8/65536^10, or 1 in 11 billion.
There are only about 403 million seeds in the game, so you see that only 2 LID wins are attainable.

(*) I am sure that the daily RNG is re-seeded under some conditions, but I do not fully understand those (I only found that happening in very old savefiles) and I have no idea how to abuse or manipulate that. (Credits to Gimmy for this answer)
