Alright, so basically when Hell was first being made, Lucifer wanted to be in charge of all the rings.
But the other six dudes said
>"No Bro, you can't be in charge of all the rings, we all get one!".
So Lucifer said
>"Alright, fk you guys, I'll make sub rings and name them after your rings and they'll be better then your shtty trash rings, and I'll be the only one whos allowed to have sinners while you guys only get imps and I'm allowed to do that because I'm the Lord of the Game and rule this Empire because I am the God of Hellfire"
But so they wouldn't get all pssy Lucifer made it so the Imps could go to whatever ring they wanted mainly because they need someone to do all the jobs nobody wants like shoveling out the cm vats.

i suspect hell was more likely created by God than Lucifer. Lucifer was cast into Hell, so he merely inhabited an already established location.
