  5. The Acolytes of Zadkiel aka "Heaven's Fifth Columnists"

Zadkiel, archangel of mercy and patron of those who forgive, was unsurprisingly opposed to managing Hell's overpopulation issue through bloody cleanses from the very moment it was first proposed. The meager number of truly meek and gentle souls who were brave enough to follow the often rocky and occasionally nigh-insurmountable path of benevolence were of a similar opinion. They spoke out in protest. They argued that He had resorted to violence only in the most desperate of times. That He had recanted it as a necessity for progress. That the grand scale destruction being considered was a gross overstepping of the boundaries that He had left in place for them when it came time for them to shepherd His Creation.

  11. The warhawks were louder than them and yet more charismatic. Their numbers grew, and with them the strength of the idea that it was somehow both more expedient and more holy to simply cut away and burn a sickened branch than to heal it. The voices of benevolence were drowned out, and the songs of strife added ever more notes to their murderous melody. Powerless to halt the momentum of the war machine through legitimate means, and unwilling to resort to open revolt and thereby invite more chaos, Zadkiel and his followers began to engage in subterfuge and espionage. They work from the shadows, dulling newly sharpened blades while the exterminators have their backs turned. They sabotage portals, cover up their deliberate missteps in the distribution of war material with a mask of oblivious incompetence, and redirect divine death squads into sparsely populated sectors of Hell on the basis of fabricated intel. When they can, they steal away and whisper warnings into the ears of those damned souls that still yet retain a spark of The Divine, telling them where to hide and for how long when all else fails.

  17. He's been there since YHVH took over. Maybe even earlier, if that makes sense. A kindly soul, he serves as a warden of sorts for the worst of the worst, those who are truly beyond salvation. Such guests of honor include Angra Mainu, Apophis, and many more. His appearance is nothing special; ash-gray skin, a featureless face, and wings that seem to be coated in dried wax. His pastimes include cultivating small gardens along the many entrances to the Pit, engraving, and practicing sign language so that he can at least talk to someone. He has no alliance to YHVH, nor Lucifer; he is a thoroughly neutral party. Good friends with Israphel, Michael and Halphas, though, and he certainly appreciates whatever company he gets.
