Mrs. Pany YATHOTOU</p>\r\n<p style="text-align: justify; ">\r\n President of the National Assembly of the Lao People&rsquo;s Democratic Republic</p>\r\n<p style="text-align: justify; ">\r\n   With great honor and deep pleasure, on behalf of the National Assembly and people of the Lao People&rsquo;s Democratic Republic (Lao PDR) allow me to extend my heartfelt welcome to distinguished speakers/presidents of ASEP Member Parliaments and fellow parliamentarians heading to Vientiane, the Capital of Lao PDR to attend the Seventh Asia-Europe Parliamentary Partnership Meeting from 3-4 October 2012.</p>\r\n<p style="text-align: justify; ">\r\n  &nbsp; &nbsp; &nbsp;Since this is the fist-ever experience for the Lao National Assembly to host such important meeting, the National Organizing Committee has done its utmost effort to ensure successful conclusion of the meeting through intensive consultation with the ASEP member Parliaments on crucial issues of our noble mandate as representative body of people of Asia and Europe with long standing and good cooperation for our shared goals. I have firm expectation that the meeting will harvest the best possible result of the two day sitting.</p>\r\n<p style="text-align: justify; ">\r\n   &nbsp; &nbsp; &nbsp;Since its inception in 1996, the ASEP process has contributed parliamentary dimension to the strengthening of friendly relations and intensive cooperation between Parliaments of Asia and Europe in political, social and economic fields in a view to taping up mutual understanding and common interest.</p>\r\n<p style="text-align: justify; ">\r\n    &nbsp; &nbsp; &nbsp;The seventh ASEP meeting will coincide with intensive preparations toward the 9<sup>th</sup> Asia-Europe Summit Meeting (ASEM) to be held on 5-6 November 2012 in Vientiane Capital. I strongly believe that the outcome of the ASEP meeting will duly enrich the deliberation of ASEM with representative view of peoples of our two continents.</p>\r\n<p style="text-align: justify; ">\r\n  &nbsp; &nbsp; &nbsp;The ASEP-7 will gather the Leaders of ASEP member Parliaments to share their thoughts and exchange views on current regional and global issues of common interest under the theme of&nbsp; &ldquo;Asia-Europe partnership for sustainable development&rdquo;.</p>\r\n<p style="text-align: justify; ">\r\n  &nbsp; &nbsp; &nbsp;The Lao PDR highly values the achievement gained by ASEP during the past 16 years. To serve as a forum for interparliamentary contacts, exchanges and diplomacy among parliaments, and to promote mutual understanding among the people and countries of Asia and Europe.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  b. To provide a link between parliaments of Asia and Europe and ASEM, and thereby to make an active parliamentary contribution to the ASEM process and in particular to Summit Meetings.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   ASEP meetings shall be regulated by the following Rules of Procedure:</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  I. Membership</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 1</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    In principle, members of ASEP shall be national parliaments from all ASEM member countries, and the European Parliament.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The membership of the national parliaments from countries joining ASEM after the adoption of the present Rules of Procedure shall become effective once confirmed by the subsequent ASEP meeting.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  II. Participation</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 2</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    Member parliaments have the prerogative to send delegations and to designate their respective heads of delegation. Official delegates have to be members of parliament. The host parliament of each ASEP meeting shall decide on the maximum number of official delegates.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n <strong>Rule 3</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    Guests of the host parliament may be invited subject to adequate prior notification to all ASEP member parliaments and provided that no objection is raised by the latter within one month of the notification. Guests may attend all public sessions of the Meeting. With the consent of the Meeting, a guest may be invited to make a statement.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n <strong>Rule 4</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    A non-member parliament that makes a request, or is recommended by an ASEP member to attend may be accepted as an observer subject to adequate prior notification by the host parliament to all ASEP members and provided that no objection is raised by the latter within one month of the notification. The decision on such a request or recommendation shall be taken on a meeting by meeting basis. Observers may attend all public sessions of the Meeting. With the consent of the Meeting, an observer may be invited to make a statement.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n III. Frequency of ASEP meetings</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>Rule 5</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    ASEP meetings shall normally be convened on a regular bi-annual basis alternately in Asia and in Europe before the ASEM Summit. The parliament of the ASEM member state hosting the ASEM Summit shall have a priority to host the ASEP meeting the same year.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  IV. AGENDA</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n <strong>Rule 6</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    The host parliament shall, not less than six weeks before the opening of the Meeting, draw up the draft agenda for the ASEP Meeting with issues relating to the main themes and focus of the ASEM process as well as issues of special interest to Asia-Europe interparliamentary diplomacy and communicate it with the related documents to all ASEP member parliaments.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 7</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    Member parliaments that intend to present modifications or additions to the draft agenda should transmit their proposals to the host parliament not less than four weeks before the opening of the Meeting.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    V. SESSIONS</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>Rule 8</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    The ASEP Meeting shall be structured as follows: the Inaugural Ceremony, followed by the first Plenary session to elect the Meeting&rsquo;s officers, to adopt the Agenda, organization of proceedings, and programme; Panel discussions; the last Plenary session in particular to adopt the Meeting&rsquo;s Final Declaration right before the Closing Ceremony.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n <strong>Rule 9</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    Panel discussions shall be separately held focusing on respective topics of the Meeting&rsquo;s Agenda. The list of lead speakers and rapporteurs for each Panel discussion shall be established by the host parliament after due consultations. Lead speakers and rapporteurs for each Panel discussion shall be from both Asia and Europe.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Rule 10</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The host parliament shall preside over a preparatory meeting prior to the opening of the ASEP Meeting among heads of delegation (or their representative) plus one other official delegate to discuss and agree on organizational issues such as the Agenda, election of the Meeting&rsquo;s officers, administrative arrangements, organization of proceedings etc.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   VI. OFFICERS</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>President and Vice-Presidents</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n <strong>Rule 11</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The President of the parliament of the host country shall be the President of the ASEP Meeting. The President of the parliament that is hosting the subsequent ASEP Meeting takes office after the conclusion of the ASEM Summit.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 12</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The President of the Meeting or his/her representative from the host parliament shall open and close the Meeting, chair plenary sessions, ensure observance of the rules of procedure and maintenance of order, accord the right to speak, rule on points of order, put questions to a discussion and announce decisions reached during the Meeting. He/she may propose the closure of the list of speakers, a limitation on the time allowed to speakers and on the number of times a representative of each participating parliament may speak on an item. The President&rsquo;s decisions on these matters shall be final.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 13</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The head of delegation of each participating parliament shall be designated as Vice-President of the Meeting. The President may conduct consultations with the Vice-Presidents on procedural as well as substantive matters at any time during the Meeting if he deems necessary.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Co-chairs of panel discussions</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>Rule 14</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   There shall be Co-chairs to conduct debate in Panel discussions. Each Panel discussion shall be co-chaired by representatives from both Asia and Europe. The list of Co-chairs shall be established by the host parliament after due consultations.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>Chair of drafting committee</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Rule 15</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The Drafting Committee shall be chaired by the host parliament.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>Rapporteurs</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Rule 16</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   There shall be rapporteurs to elaborate reports of Plenary sessions as well as Panel discussions. The list of Rapporteurs shall be established by the host parliament after due consultations.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n VII. CONDUCT OF BUSINESS</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Sessions</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 17</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   As a rule, sessions of the ASEP Meeting shall be public. If he/she deems necessary, the President of the Meeting may propose to sit in closed session. The Meeting in plenary shall decide thereon by consensus.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Speeches</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 18</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   1. The President/Co-chairs/Chair shall grant the right to speak at the Plenary sessions, Panel discussions or Drafting Committee meetings. As a rule, the President/Co-chairs/Chair shall call upon speakers in the order in which they signify their desire to speak.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n 2. To ensure the efficient conduct of business and broad participation in the debates, the host parliament may decide on a time limit for interventions and inform the preparatory meeting.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    3. Debate shall be confined to the questions pertaining to the subject and focus of the Meeting. The President/Co-chairs/Chair may call a speaker to order if his/her remarks are not relevant to the subject under discussion.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>List of speakers</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 19</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   In order to ensure orderly, efficient and dynamic debate, the Chair/Co-Chair of the meeting shall establish at his/her own discretion a list of speakers taking into consideration, inter alia, regional balance, the need to give precedence to delegates of ASEP member parliaments taking the floor for the first time and relevance of the speaker&rsquo;s country to the issue at hand. Speakers are encouraged to register with the Secretariat before or during the sessions. They may also raise their hands to ask for the floor during the debate.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Rule 20</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   During the course of a debate the President/Co-chairs may announce the list of speakers and, with the consent of the delegates, declare the list closed.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Decision making</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Rule 21</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   Adoption of decisions shall be by consensus among official delegations.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>Rule 22</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The Chair may consider a delegation&rsquo;s request that differing opinions on an issue be recorded in a relevant document of the meeting.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n <strong>Language</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 23</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   English shall be the working language of the Meeting. Participating parliaments that would like the proceedings to be interpreted in their preferred language shall have the responsibility to bring their own interpreters at their own expense. The host country is to provide the simultaneous interpretation facilities.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Secretariat</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Rule 24</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The host country shall set up a Secretariat to provide adequate support services for the Meeting.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Documents</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n <strong>Rule 25</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   Copies of official documents, reports or statements made in the Meeting shall be distributed promptly. Only the Secretariat is allowed to disseminate documents on the meeting premises.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Expenses</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 26</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The host parliament shall bear the cost of organizing the Meeting and the delegations shall cover their own expenses for attending the Meeting.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    VIII. OUTCOME OF THE MEETING</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   <strong>Rule 27</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   At the end of the last plenary session, the Meeting shall adopt one final document - the ASEP Declaration reflecting the main thrust of the debates, the Meeting&rsquo;s decisions as well as its recommendations to the upcoming ASEM Summit. The host parliament shall submit a draft declaration to all member parliaments three weeks before the Meeting. Member parliaments are encouraged to submit their contribution to the first draft final document prior to the Meeting to be incorporated to the extent possible into the consolidated draft final document. The ASEP Declaration approved shall be transmitted to all member parliaments and to the upcoming ASEM Summit.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>Rule 28</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The Meeting shall set up a Drafting Committee to elaborate the drafts of the Meeting&rsquo;s final document for submission to and subsequent approval by the Plenary Session. This committee shall be composed of representatives from the host parliament and from all interested delegations. Informal consultations may be held to ensure the Meeting&rsquo;s final outcome.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>Rule 29</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The Summary Report of the ASEP Meeting shall be prepared by the host parliament with the help of relevant rapporteurs. The Summary Report shall be circulated to all delegations for amendments.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   IX. Adoption and amendment of the rules</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n    <strong>Rule 30</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   The Meeting shall adopt and amend its Rules by consensus.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  <strong>Rule 31</strong></p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   Proposals for amending the Rules of the ASEP Meeting shall be formulated in writing and sent to the parliament of the host country at least three months before the Meeting. The Parliament of the host country shall communicate such proposals immediately to all ASEP member parliaments. It shall also, if necessary, communicate to all ASEP member parliaments any proposals for sub-amendments at least one month before the ASEP Meeting.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n  Consideration of any request to amend the Rules shall be included in the agenda of the next Meeting.</p>\r\n<p style="margin-left: 1.9pt; text-align: justify; ">\r\n   Unless otherwise specified with the approval of the Meeting, amendments to these rules shall enter into force at the following Meeting.</p>\r\n', '', 1, '2012-05-18 02:27:27', 1);

The theme of the ASEP-7 meeting will focus on &ldquo;<strong>Asia-Europe Parliamentary Partnership for Sustainable Development&rdquo;</strong>. The National Assembly, the people and the government of Lao PDR place very high importance on the aforesaid meeting and are looking forward to high level participation of ASEP member parliaments.</p>\r\n   <p style="text-align: justify; ">\r\n       &nbsp; &nbsp; &nbsp;The meeting includes panel discussions on Economic and Social and Environmental Matters and will produce before closing an ASEP declaration which will be submitted to the 9<sup>th</sup>&nbsp;ASEM summit in Vientiane in November 2012.&nbsp; Please note that delegation size for each participating parliament is limited to maximum of ten persons, excluding accompanying persons.</p>\r\n    <p style="text-align: justify; ">\r\n       &nbsp; &nbsp; &nbsp;According to the point 26 of the rule of procedure , Participating delegations will be responsible for their own expenses, including international travel cost, accommodation and meals.&nbsp; The host parliament will provide transport to and from airport and between meeting venue to hotels and other official functions. In terms of the Amended Constitution of the Lao PDR (2003), the National Assembly (NA) is the representative of the rights, powers and interests of the multi-ethnic people. The NA is also the legislative branch that has the right to make decisions on fundamental issues of the country, and to oversee the activities of the executive organs, the People&rsquo;s Courts and the Office of the Public Prosecutor.</p>\r\n<p style="text-align: justify; ">\r\n  &nbsp;</p>\r\n<p style="text-align: justify; ">\r\n <strong>History of the National Assembly</strong></p>\r\n<p style="text-align: justify; ">\r\n  The Supreme People&#39;s Assembly First Legislature had 45 members, of whom four were women. The First Legislature had three committees: the Constitution Drafting Committee, the Presidential Decrees and Election Laws Drafting Committee and the Planning and State Budget Committee. The role of the First Legislature of the Supreme People&#39;s Assembly was to build solidarity among all ethnic groups in the country in order to meet two objectives: to safeguard and build the Nation. The First Legislature achieved its political role in mobilizing and in building solidarity among all the people as well as safeguarding the benefits of the struggle for independence, by restoring the economy and the socio-cultural environment and in improving the postwar living conditions of all ethnic groups.</p>\r\n<p style="text-align: justify; ">\r\n In addition, the People&#39;s Supreme Assembly, First legislature, adopted the Lao first 5 years Plan of Socioeconomic Development (1980-1985) and a number of new laws, such as the Law on the Council of Ministers, the Law on Local Administration Authority and the Law on Foreign Investment. The Assembly also deliberated other important issues for the Nation.</p>\r\n<p style="text-align: justify; ">\r\n    On March 26, 1989 Lao people elected the People&#39;s Supreme Assembly Second Legislature, comprising of 75 members, of whom five were women. His Excellency Nouhak PHOUMSAVANH was appointed President, assisted by five permanent members in the Standing Committee and five committees: the Constitution and Law Decrees Drafting Committee, the Economy, Planning and Finance Committee, the Foreign Relations Committee, the Cultural and Social Affairs Committee and the Cabinet of the Supreme People&#39;s Assembly. People&#39;s Assemblies existed at provincial and district levels.</p>\r\n<p style="text-align: justify; ">\r\n   The most important achievement of the People&#39;s Supreme Assembly Second Legislature was to fulfill its political role in drafting the first Constitution of the Lao PDR which was adopted on August 14, 1991, by the sixth ordinary session of the People&#39;s Supreme Assembly Second Legislature. The Second Legislature adopted 22 new and actively implemented a foreign relations policy that aimed to enhance cooperation with parliamentary organizations at international and regional level with friendly countries.</p>\r\n<p style="text-align: justify; ">\r\n  The Lao PDR was admitted as a full member of the Inter-Parliamentary Union (IPU) during its 83<sup>th</sup> meeting in Cyprus; was an observer of the ASEAN Inter-Parliamentary Organization (AIPO) and formed the Laos-Japan Inter-Parliamentary Friendship Association.</p>\r\n<p style="text-align: justify; ">\r\n  On December 20, 1992, members of the Third Legislature were elected and the Supreme People&#39;s Assembly changed is name to the National Assembly. The National Assembly, as a legislative organ, implements its rights and duties defined in the Constitution and the Laws on the National Assembly. The Third Legislature did not have regional assemblies and worked only at national level.</p>\r\n<p style="text-align: justify; ">\r\n   The National Assembly Third Legislature was comprised of 85 Members, of whom eight were women. The Third Legislature had His Excellency Samane VIGNAKET as President, two Vice-President, a seven-member Standing Committee and six Committees. Moreover, the National Assembly Cabinet assisted the Committee in their work.</p>\r\n<p style="text-align: justify; ">\r\n  During its term, the National Assembly Third Legislature organized nine ordinary and extraordinary sessions. The major issues deliberated by the National Assembly were: the definition and implementation of the public administration reform at central level; the adoption of the socioeconomic development of three laws; the establishment of groups of members and National Assembly offices in every constituency and the expansion of foreign relations policy.</p>\r\n<p style="text-align: justify; ">\r\n    During its twenty years of existence, improvements and progress were made and the National Assembly through its three legislatures has successfully performed its rights and duties. The performance of each National Assembly legislature has been and important factor in the development of the Nation, especially during the renovation process of the Lao People&#39;s Revolutionary Party and each legislature has gradually contributed to the construction and strengthening of the People&#39;s Republic government.</p>\r\n<p style="text-align: justify; ">\r\n  The Fourth Legislature of the National Assembly was started on December, 1997 and comprised of 99 members, 21 of whom are women. His Excellency Samane VIGNAKET has been reappointed President and three Vice-Presidents have been nominated, including a woman.</p>\r\n<p style="text-align: justify; ">\r\n   The Fifth Legislature was elected in 2002 for 5 years term until 2006. This Legislature had 109 members of whom 25 were women accounting to 22.9% of the membership. It composed of 7 members Standing Committee, and 6 functional committees. The Fifth Legislature amended the Constitution, and has so far adopted 11 new laws and amended 14 laws, including adoption of the law on oversight. It has also recently embarked on producing official English translations of the Constitution and laws of Lao PDR to enhance the investment climate in the country. The Fifth Legislature has also approved an additional phase of the technical support by the UNDP and European Union (EU) to further strength the representative, legislative and oversight capacity of the NA.</p>\r\n<p style="text-align: justify; ">\r\n   The Sixth Legislature was established in 2006, consisted of the 115 NA members, including 25 percent of the women parliamentarians. The number of the NA members has been increasing since the First Legislature, and the gender balance has been constantly enhanced.</p>\r\n<p style="text-align: justify; ">\r\n The election of the VII Legislature of the National Assembly was held in 2011 with a process of the enhancement of democratic right of Lao citizens in selecting the qualified representatives determined by laws to perform representatively in implementing power of Lao-multi ethnic people within the NA. The current Legislature has 132 members of the National Assembly, of who are 33 female members account for 25% of the total number of the NA members.</p>\r\n<p style="text-align: justify; ">\r\n    &nbsp;</p>\r\n<p style="text-align: justify; ">\r\n <strong>The functions of the National Assembly:</strong></p>\r\n<p style="text-align: justify; ">\r\n   The amended Constitution (2003) of the Lao PDR vests the NA with following rights and duties:</p>\r\n<ul>\r\n   <li style="text-align: justify; ">\r\n      To prepare, adopt or amend the Constitution.</li>\r\n   <li style="text-align: justify; ">\r\n      To consider, adopt, amend or abrogate the laws.</li>\r\n    <li style="text-align: justify; ">\r\n      To consider and adopt the determination, amendment or abrogation of taxes and duties.</li>\r\n  <li style="text-align: justify; ">\r\n      To consider and adopt strategic plans for socio-economic development and the State budget.</li>\r\n <li style="text-align: justify; ">\r\n      To elect or remove the President, the Vice-President and members of the National Assembly Standing Committee.</li>\r\n  <li style="text-align: justify; ">\r\n      To elect or remove the President or Vice-President of the State based on the recommendation of the National Assembly Standing Committee.</li>\r\n   <li style="text-align: justify; ">\r\n      To consider or approve the proposed appointment or removal of the Prime Minister based on the recommendation of the President of the State, and to consider and approve the organizational structure of the government and the appointment, transfer or removal of members of the government based on the recommendation of the Prime Minister.</li>\r\n    <li style="text-align: justify; ">\r\n      To elect or remove the President of the People&rsquo;s Supreme Court and the Supreme Public Prosecutor based on the recommendation of the President of the State.</li>\r\n  <li style="text-align: justify; ">\r\n      To decide on establishment or dissolution of the ministries, ministry-equivalent organizations, provincial authorities and city authorities and to determine the boundaries of provinces and cities based on the recommendation of the Prime Minister.</li>\r\n <li style="text-align: justify; ">\r\n      To decide on granting amnesties.</li>\r\n   <li style="text-align: justify; ">\r\n      To decide on the ratification of treaties and agreements signed with foreign countries in accordance with the laws.</li>\r\n    <li style="text-align: justify; ">\r\n      To decide on matters of war or peace.</li>\r\n  <li style="text-align: justify; ">\r\n      To oversee the observance and implementation of the Constitution and laws.</li>\r\n <li style="text-align: justify; ">\r\n      To exercise such other rights and performs such other duties as provided by the laws.</li>\r\n</ul>\r\n<p style="text-align: justify; ">\r\n    &nbsp;</p>\r\n<p style="text-align: justify; ">\r\n <strong>The Structure of the National Assembly</strong></p>\r\n<p style="text-align: justify; ">\r\n    &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The National Assembly is organized and functions in accordance with the Principle of democratic centralism. It carries out its work through meetings or sessions and takes decisions by the majority of votes.</p>\r\n<p style="text-align: justify; ">\r\n  &nbsp;</p>\r\n<p style="text-align: justify; ">\r\n <strong>The Standing Committee:</strong></p>\r\n<p style="text-align: justify; ">\r\n   The Standing Committee of the National Assembly is the permanent body of the National Assembly. The Standing Committee substitutes for the National Assembly during the inter-sessions periods and consists of the 10 NA members (the President and 2 Vice-Presidents; the Chief of the Cabinet; the chairmen of the 6 committees), The Standing Committee is chaired by the President, and the Vice-Presidents are responsible for all day-to-day management decisions.</p>\r\n<p style="text-align: justify; ">\r\n   The Standing Committee of the National Assembly has the following rights and duties, to:</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n   -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Interpret and convene the National Assembly session;</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n   -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Interpret and explain provisions of the Constitution and laws;</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Educate the people in order to enhance their conscious observance of the Constitution and laws;</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n    -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Propose to the President of the State to issue decree laws and decrees;</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n    -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Supervise and watch over the activities of the executive and judiciary bodies;<br />\r\n    Decide on nationality matters;</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Appoint or remove the Vice President of the People&#39;s Supreme Court, the Deputy People&#39;s General Prosecutor and the Judges of the People&#39;s Court at all levels;</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Direct and guide the activities of the National Assembly Committees;</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n   -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Ensure the National Assembly in carrying out its work as specified;</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n    -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Create good working conditions for the National Assembly members to carry out their activities in accordance with their duties;</p>\r\n<p style="margin-left: 0.5in; text-align: justify; ">\r\n    -&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Exercise other rights and execute other duties as stipulated in the Standing Orders (General Orders) of the National Assembly.</p>\r\n<p style="text-align: justify; ">\r\n The Seventh Legislature of the National Assembly functions through 6 Committees with separate functional mandates: the Law Committee; the Committee on Economy, Planning and Finance; the Committee on Social and Cultural Affairs; the Committee on Ethnic Affairs; the Committee on National Defense and Social Order and the Committee on Foreign Affairs. In addition, the National Assembly Cabinet and Women Parliamentarian Caucus assist the Standing Committee and the other Committees.</p>\r\n<p style="text-align: justify; ">\r\n  There are 4 (four) types of National Assembly sessions: the Opening Session; Ordinary (Regular) Session; Extraordinary Session, Special session.<br />\r\n  The National Assembly convenes its Ordinary (Regular) Session twice a Year, the First in February and the Second in September. The First Ordinary (Regular) Session of the National Assembly considers the general questions of the National Assembly; the Second Ordinary (Regular) Session has the duties, to:</p>\r\n<p style="text-align: justify; ">\r\n   1. Hear out and consider the reports on the Government&#39;s activities; consider and approve the strategic plan of socioeconomic development as well as the State Budget;</p>\r\n<p style="text-align: justify; ">\r\n 2. Hear out and consider the annual activity report of the People&#39;s Supreme Court and the People&#39;s General Prosecutor.</p>\r\n<p style="text-align: justify; ">\r\n In addition, it may consider other important questions.</p>\r\n<p style="text-align: justify; ">\r\n    The National Assembly may convene Extraordinary or Special (Extra) Sessions by the decision of the National Assembly Standing Committee, or on recommendation of the President of the State, or of the Prime Minister, or least 1/4 (one fourth) of the total number of the members of the National Assembly. The Extraordinary Session of the National Assembly is convened during the 2 (two) Ordinary (Regular) Session of the National Assembly in order to consider and decide on urgent questions.</p>\r\n<p style="text-align: justify; ">\r\n   The Special (Extra) Session of the National Assembly may be convened in order to consider and decide on fortuitous and urgent questions of importance to the country.</p>\r\n<p style="text-align: justify; ">\r\n  The National Assembly session can be convened only with a quorum of more than (one half) of the total number of the National Assembly&#39;s members.</p>\r\n<p style="text-align: justify; ">\r\n   <strong>Membership to Inter. Parliamentary Organizations:</strong></p>\r\n<p style="text-align: justify; ">\r\n The National Assembly of Lao PDR has been admitted as a member of the key International Parliamentary Organizations as follows:</p>\r\n<ol>\r\n <li style="text-align: justify; ">\r\n      ASEAN Inter-Parliamentary Assembly (AIPA) in 1997;</li>\r\n <li style="text-align: justify; ">\r\n      Inter.
