Yes, while Savage Hulk would be likely overwhelming, Conceptually, however, Bruce-Hulk, AS a superhero, does line up with Baymax as a superhero.

Jade Giant Bruce is stronger, but not *necessarily* by default stronger. Baymax's ace in the hole, both in the tourney as a whole and as a fist going into Hulk's hole, is the rocket fist. While being an extended/projected ability that can also chain into multiple attacks or point blank range, it has a high enough power especially relative to Baymax himself in general that he can project a surprised or ranged attack that is very likely to land in this context. Because pain compliance works on Bruce, he can chain it. Because his striking is also high, he can rely on normal punches as well to set this up, it is in face an ace in the hole and not something he utterly relies on to win.

Basically all the default thoughts on why Hulk would not be in tier against a given robot don't necessarily apply to Bruce.

Because Baymax and Hulk are relevant in this regard, this can be considered a default way for the fight to end/be in tier/progress. But Baymax is capable of knocking out Bruce in order to get to Fixit. Fixit's shields are not necessarily consistent, but they can be either be worn down or destroyed if, at least, by defeating Hulk and the projector. While Fixit can be given weapons, as a VIP, even with shielding etc, a rocket fist would be a handy convenient way to pop this out of a threat. Baymax has sensors so Fixit won't just jump in in the back, and even if the gun was genuinely scaled to as high as possible that doesn't mean Fixit can't be punched in the face (the shields turn blows into staggers, not sells) or have his weapon broken, or knocked out of his Puny Human Hands.

With similar logic to the VIP being a hologram, Banner thinks this is an extension of that (but is aware others are foreign entities and that they can be physically hurt in real life)
