- Despite the steady and laborious work by Military Governor Admiral Warwick in the administration of occupied Jernheim in which Kedor has been engaged for more than five years since the conclusion of the 1247 War of the Nyrian Coalition, it has been decided that the current existing system of a military government in Jernheim has not proved to be entirely adequate going forwards in time.
- In order to maintain peace and stability in the region, and to promote prosperity and welfare of the Jerns, it has been made abundantly clear that fundamental changes in the actual regime of the government are absolutely essential. The government of Kedor has been convinced of the necessity of introducing a reform in the government of Jernheim. His Majesty the Emperor of Kedor and Local Jern Governor Eskaldr have concluded through their dignitaries and personal involvement a treaty providing for the end of the military occupation of Jernheim by Kedorian armed forces and its release as a dominion of the Imperium of Kedor. Following his oath of fealty in a ceremony the reigning monarch of Jernheim will be King Eskaldar, By the virtue of this important act, which will take effect in the year of 251, the Imperial Government of Kedor will peacefully secede power of internal administration over to the Kingdom of Jernheim, Dominion of Kedor, and hereby declare that all matters relating to foreign relations and foreign trade in Jernheim will be conducted in accordance with Imperial Rules and Guidelines. Jernheim shall also be militarily restricted in accordance with Kedorian regulations and overseen by a Kedorian military advisor at all times.
- His Majesty the Emperor of Kedor and His Majesty the King of Jernheim, desiring to promote the commonwealth of the two nations and to assure permanent peace in the area, and being convinced that these objectives can best be attained by the vassalization of Jernheim as a dominion to the Imperium of Kedor, have resolved to conclude a treaty. That is to say on Kedor’s side it is signed by Admiral Warwick, Jonathan Mccarthy, Cardinal Caitlyn Vance, Charlie Webb, and Emperor Shelby Berlitz, while on Jernheim’s side it is signed by Joar Hellberg, Victor Netland, Gustav Sundby, Kjetil Hovda, Julfrid Lieberg, and King Eskaldr. These signatories upon mutual conference and deliberation have agreed to the following articles:
- Article 1. His Majesty the King of Jernheim Eskaldr makes the complete and permanent cession to His Majesty the Emperor of Kedor Shelby of all rights of sovereignty over the whole of Jernheim.
- Article 2. His Majesty the Emperor of Kedor accepts the cession mentioned in the preceding article and consents to the complete vassalization of Jernheim to the Empire of Kedor.
- Article 3. His Majesty the Emperor of Kedor will grant the King of Jernheim, the Crown Prince of Jernheim, and their consorts and heirs titles, dignity, and honor as are appropriate to their respective ranks, and annual grants will be made for the maintenance of such titles, dignity, and honor.
- Article 4. Jernheim recognizes and accepts. Kedor will represent Jernheim in all its external relations. Jern citizens abroad will be placed under the protection of Kedor.
- Article 5. His Majesty the King of Jernheim will direct the internal administration of his realm as he sees fit, except where restricted by the provisions of this treaty.
- Article 6. A Kedorian military force will occupy the military bases of Dawnguard, Fortitude Station, and Haven Island on Lavendelby on a permanent basis.
- Article 7. A Resident General, representing the Kedorian Government, will oversee the external relations of Jernheim and ensure the smooth functioning of the state, while not interfering in the local administration of the Kingdom of Jernheim. He will reside in the fortress of Keflavik with a military escort. The Resident General will be entitled to a right of private and personal audience with His Majesty the King of Jernheim at any time.
- Article 8. A QEC installation shall be built in the capital of Jernheim and operated by Kedorian employees. Part of the taxes from its operation shall be given to the Kingdom of Jernheim’s government, which will in return surrender the land necessary for the installation.
- Article 9. In Jernheim, foreigners of all nationalities shall be placed under Kedorian jurisdiction. Kedorian authorities shall determine disputes of any kind that may arise between Jerns and foreigners or solely among foreigners.
- Article 10. Kedor undertakes to guarantee henceforth the integrity of the realms of His Majesty the King of Jernheim, and to defend this Sovereign against all external aggression and internal rebellion. To this effect, the Kedorian authorities may station troops at whatever points in the territory of Jernheim they judge necessary for the effective functioning of the vassal.
- Article 11. The Kingdom of Jernheim’s military will be built to Kedorian standards and overseen by the Resident General appointed by his Majesty the Emperor of Kedor and Jernheim, to see that regulations are followed.
