  1. There’s a central authority of magic on the Alyssian continent, the Arcane Consortium. It acts as one part sponsor, one part center of magical learning, one part research and development laboratory, and one part regulatory council for magic-users.
  2. Think: Xavier’s School for the Gifted, but for mages instead of mutants

  4. Oracles are employed to use their scrying and divination spells and devices to find budding people on the cusp of gaining arcane or other forms of magical power.

  6. The Consortium is governed by the High Council, a body composed of of the most powerful mages from across all of western Alyssia.

  19. The Lord Arcanum is the public face of the Arcane Consortium, speaking for the council and the organization when need be.

  21. The proper members of the council act as representatives for their respective magical disciplines, judges in trials for magical criminals, legislators of magical law, sponsors for magical research and development, and deans for the Institute of Magic.

  23. To rein in the power spellcasters have, the Consortium have a written code of conduct for all mages to abide by under penalty of law. Some of these restrictions include the need for an official license and the prohibition on the use of certain spells and practices. The enforcers of these laws are known as the Order of Red Mages, a police force for mages.

  25. Pseudo-magical individuals, such as rangers and monks, have their own orders and organizations apart from the Arcane Consortium's jurisdiction.

  27. Witches, the ancient rivals of wizards, are considered outlaws by Consortium regulations. Summoners, especially those who dabble in demonic summoning, are also considered outlaws. Other outlawed practices include necromancy, blood magic, and homunculus construction.
