  378. A "record" increase in the number of children being adopted by their foster families has garnered headlines this week.
  379.  
  380. There are 20,000 children in foster care in NSW - and about 40,000 nationally - so any move to get the kids that need it out of the system and into forever families is welcome.
  381.  
  382. So "foster kids being adopted in record numbers" is a welcome headline, even if we run the risk of perpetuating the myth that being in foster care is something of which to be ashamed.
  383.  
  384. I just wish the number was higher than 127. Yes, of the 20,000 children in the foster care system, just 127 had their adoption applications finalised in the last year, up from the previous 67.
  385.  
  386. Family and Community Services Minister Pru Goward has said the 127 adoption orders were finalised before the NSW Supreme Court in 2016/17, after the launch of a four-year, $24 million plan that includes a taskforce dedicated to reducing the number of outstanding adoption orders.
  387.  
  388. Foster parents can apply to adopt after the child has been in their permanent care for 12 months. The rate of adoptions of children in foster care has almost doubled in the past year, the NSW government says, since the fast-track program was introduced.
  389.  
  390. Obviously not every child who is in the foster care system would be eligible for adoption, but surely we can do better in NSW than 127 adoptions out of a potential pool of 20,000 children.
  391.  
  392. The reality for many of these children is that they won't be able to go back to their biological families, so the next best thing is surely a stable "forever family"?
  393.  
  394. Now many of these kids, for assorted reasons, are not going to be eligible for adoption, so there must remain an emphasis on supporting foster carers and keeping these placements stable.
  395.  
  396. But there are some children and carers who would be eminently suitable for the adoption process and I wonder if a lot more of them would go down this route if the process wasn't so expensive and time-consuming.
  397.  
  398. Talk to a family going through the process and you'll find it takes around four years to complete, and the associated bills just keep mounting, alongside the paperwork.
  399.  
  400. Remember, these are not strangers, we are talking about. These are adults and children who have already created a family.
  401.  
  402. Some foster families don't want or need that "piece of paper", but for others, it brings a kind of stability and permanence that some children in the foster system crave, so anything that can be done to shorten the process is welcome.
  403.  
  404. The NSW Government is to be commended for taking what has been described as some fairly radical steps to make sure the children in the foster system are being offered the best possible care.
  405.  
  406. But let's hope that the momentum isn't lost and that the other children who would benefit from being adopted are also given that chance.
  407.  
  408. Just as those children who are judged to be better off remaining in a foster placement deserve support, those judged as being better off in an adoptive home should have that chance.
  409.  
  410. The real brilliance is not that 127 children have been adopted, it is that the Department of Family and Community Services have been willing to throw out the old rules and rethink what works.
