(Assuming she won't be burning spell per day on normal intra-party communication).

  41. +/- Firebelly: Don't really need the fire res. Not sure if the attack is worth it compared to innate power + mutation?

  43. +/- Enhance water: making water into something flammable, or to cook with might fit the theme. Might be too narrow an application. Not actually needed as long as we have Nin and the bracelet.

  45. +/- Sun metal: temporary fire brands on allies' weapons might be useful. Duration is pretty short at low level, I feel like this is more intended as a self buff at a specific bit in a fight?

  54. Elemental body (fire) seems a pretty good fit for someone who's half fire spirit, and already physically manifests flames.

  61. Fire: Makes thematic sense, and Fire bolt and Burning hands give her an actual attack (assuming those are better than she can already do moving her flame wisps around?). Some of this stuff seems redundant though- Rhea doesn't need additional sources of fire resistance, she can already produce flame, etc.

  63. Community: Makes sense with the hearth and home angle, I think.

  65. Sun: Possible connection with the low ambition? Although the granted powers seem to mostly be able being anti-undead, which isn't her focus.
