  9. Mr. Salka, in the press release for the upcoming democratic Bicentennial celebration I noticed Councilwomen Kopka is listed as "Minority Leader". I would ask Corporation Counsel Glasheen to please identify and point out where in the city charter, city code, city budget or wherever this title exists. Is there a stipend for this position? What does it pay? Was it instituted in the new charter? As an outspoken minority member for six years I never appointed or refereed to myself as "minority leader". I understand the county legislature has a "minority leader" and a "deputy minority leader" which these very members are lapping up the tax dollars from the trough that Mirch created. As far as a City of Troy "minority leader" is it simply a made up grandiose moniker? If this is the case in all future press releases or legislation I'd like to be referred to as Mark McGrath "Troy's Real Mayor". Thank You

  20. It is my understanding that the 2016 budget, page 135, has a $50,000 line item for "celebrations" but no explanation is stated in the budget. If this intended for the Bicentennial Celebration or other celebrations to be announced next week, I am requesting that we meet to discuss using any part of this money for celebrations. In these difficult fiscal times, we must justify any monies that are spent, and it must be done with transparency and public input.
